- Notice of Intent: Added: 14 Nov 2012 Notice of intent was posted in FedBizOpps on 14 November 2012 that GSA is intending to negotiate, Exception to Fair opportunity a sole source basis, with, ARINC, 2551 Riva Road, Annapolis, MD 21401, to sustain the software of the current and future needs of the 96 Test Systems Operations, Eglin AFB, 32542. This notice was for the USAF, Air Force Materiel Command ( AFMC), 96 TSSQ, Eglin AFB, Florida, herein referred to as the Client, through the General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division, Southeast Sunbelt Region. The specific exception that precludes the fair opportunity process for this acquisition is FAR16.505(b)(2)(i)(B): The order must be issued to only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. The 96th Test Wing (96TW) designs and executes developmental test and evaluation (T&E) for weapons, countermeasures, and command and control systems enabling the Warfighter to put weapons on target in all battlespace media. The 96 TW also maintains an enabling fleet of uniquely modified F-15, F-16, C-130, A-10, and UH-1N test aircraft, and provides base support for range scheduling, airfield management, air traffic control, and weather. The 96 TW also acquires, develops, operates, manages, and maintains technical facilities and systems to conduct testing in realistic environments. In addition, provides combat air forces with aircraft store certification support through management, engineering, and analytical expertise. And finally, the 96th Test Group, located at Holloman AFB NM, operates world-class test facilities for high speed sled track testing, navigation and guidance system testing, and radar signature measurements. All interested parties who believe they can provide the required services should fully explain their capabilities and qualifications, in writing, within 3 days from the date of this announcement and provide itemized pricing that is sufficient to make a determination that competition is feasible.
