Senior Police Program Advisor Guatemala City, Guatemala Issuance Date: 11/14/2012 Closing Date: 11/30/2012 SOLICITATION NUMBER: PSC-13-003-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. POSITION TITLE: Senior Police Program Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Guatemala City, Guatemala 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Department of State's Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to international development. INL/WHP currently has corrections programs in Mexico, Central America, and other Latin American countries. The purpose of the personal service contractor will be to serve as the NAS Guatemala Senior Police Program Advisor; subject matter expert on all Police Program activities to include Police Reform, Model Police Precincts, Police Academy, Gangs and Corrections; coordinate with all U.S. government agencies and Government of Guatemala (GOG) ministries that coordinate and interact with the NAS Guatemala Police Program throughout the country. Advise the NAS Director on developing, planning, and implementing all police program activities to include policy, training, and inter-ministerial coordination. Serve as the direct supervisor to the Community Policing Advisor(s), Prevention and Operations Advisor, Academy Advisor, Criminal Investigations Advisor and the Corrections Advisor. Serve as the NAS Guatemala Police Program plans and operations officer, responsible for long range planning of police program activities (training, certification, and reform) and ensuring that the Police Program is closely coordinated with the Counter Narcotics, Rule of Law, and Demand Reduction programs. Ensure that Police Program Advisors are actively implementing their assigned activities in a coordinated manner. Provide oversight to the Model Police Precinct Program Advisors, the Police Academy Advisor, the Corrections Advisor, the Criminal Investigations Advisor and the Prevention and Operations Advisor including review and assistance in budgeting, procurement, implementation, and evaluation. Relationship: o The Advisor will report to the NAS Director, with technical guidance given by the Central American Team Leader for INL/WHP. o The Advisor will consult and coordinate with the Regional Police Programs and Corrections Advisor, the Corrections Program Manager in Mexico, the Regional Gangs Advisor and with the other Central American Police and Prison Program Advisors: Duties and Responsibilities: 1. Responsible for keeping the NAS Director, Deputy Director, INL/WHP Guatemala Program Officers, and other U.S. personnel as appropriate informed and briefed on all matters relating to police training programs, advisory assistance, and training initiatives. 2. Coordinate with INL police experts on training initiatives, procurements, contract issues, visas, country clearances, and funding issues. Prepare documents as necessary. 3. Management of bilateral letters of agreement between the GOG and U.S. government and management of U.S. assistance grants. 4. Prepare regular reports for the NAS Director of various program requests, cables, Congressional Notifications, and briefings as requested. 5. In consultation with the INL Senior Police Advisor, plan, design, and implement police program training and technical assistance to police officials in Guatemala. 6. Review, make recommendations, and forward for approval to the NAS Director all police program proposals, program training plans and initiatives, and training curricula. 7. Provide advisory and training assistance to the GOG in order to establish a respected police force that follows established policies, procedures, curricula, programs, and systems required to operate a modern police program. 8. Assist in developing programs, which are coordinated with the Rule of Law Program Advisor, and USAID Citizen Security Programs. 9. Serve as the Guatemala subject matter expert on all matters pertaining to Police Reform; to include policy analysis and program guidance on issues such as program progress, budgeting, development of host country capacities and limitations of institutions, minor refurbishment of police facilities and training plans. 10. Manage and carry out all necessary logistics to facilitate training programs in support of these programs, including coordination with other INL program advisors. 11. Conduct periodic site visits to project locations to perform on site inspections and assessments of INL projects and programs, and other duties as assigned. 12. Assist with developing and assisting other INL staff to develop police programs, which are coordinated with the law enforcement, and criminal justice programs. 13. Provide oversight and assistance with the vetting of host nation police officers through the correct use and application of polygraph assets. Minimum Qualifications 1. U.S. citizen, able to obtain and maintain a DOS Secret security and medical clearance. 2. Bachelor Degree from an accredited institution. 3. Ten (10) years of law enforcement experience, two years of which must have been in Police Program management position equivalent to a deputy/assistant chief or higher. 4. Four (4) years experience in senior management roles that include strategic planning, resource management, budgeting, oversight and evaluation and active management of police operation. 5. Graduate from a certified state or federal law enforcement-training academy. 6. Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation 7. Demonstrated communications and liaison skills appropriate for work with a wide variety of both governmental, public and private sector representatives 8. Superior English and Spanish (at the FSI 3/3 level) language communications skills; speaking, reading and writing. 9. Proficient in Microsoft Office Suite. 10. COR: Proven ability to complete the FSI Contracting Officer's Representative (COR) course within the first 90 days of assignment successfully. Preferred Qualifications o Experienced in the planning, budgeting, and operating of police programs at the Academy and Department level. o Experienced working and/or coordinating with other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID, etc.), the United Nations and host nation entities. o Knowledge of transnational criminal gangs, corrections, and international police programs. o Experienced working with Police Reform, Federal and State Level Police Programs and Community Policing Programs. Evaluation Criteria Factor 1: Law Enforcement: (30 points) Demonstrated relevant experience in developing, planning, operating law enforcement programs and strategies and ability to coordinate with host nation civilian, police officials, and members of the donor community. Factor 2: Program Management: (30 points) Knowledge of program management policies, concepts, budgeting practices, and principles in order to analyze and develop recommendations for program implementation and objectives of the U.S. government. Factor 3: Operations/Planning: (20 points) Ability to provide operational and planning guidance to all components of a police program (police reform, police academy, police investigations, prevention, regional gangs, and corrections). To include demonstrated ability to liaise with relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. Factor 4: Past Performance: (20 points) Past Performance of applicant's ability to perform duties assigned related to the position. The Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award.
