Description
This is not a solicitation announcement. This announcement is to conduct a Project Labor Agreement (PLA) inquiry only. Part of the current acquisition process requires market research on project labor agreements (PLA) for procurements greater than $25,000,000. Pursuant to Executive Order 13502(February 6, 2009), agencies are encouraged to consider requiring the use of PLA ™s for Federal Construction Projects. Utilize the attached PLA Inquiry Form to provide your responses. The general scope of this requirement is a Firm-Fixed Price Design-Bid-Build Construction contract for the construction to demolish the aging and seismically deficient Fuel Pier (Pier 180) at Naval Base Point Loma (NBPL), construct a new enhanced Fuel Pier with optimum capability to support current and projected fueling needs of the Navy and Department of Homeland Security (DHS), and perform associated dredging. The project will be located at Naval Base Point Loma, San Diego, CA, with an estimated cost of $72 million. Submission Requirements: Please submit a completed PLA form by 2:00 p.m. Pacific Standard Time, Thursday, November 22, 2012 to Naval Facilities Engineering Command Southwest, Coastal IPT, Attn: Mike Schriefer / Code RUA00.MS, 2730 McKean St., Building 291, Naval Base San Diego, San Diego, CA 92136. You may also email your response to michael.schriefer@navy.mil. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. NAVFAC SW will utilize the information for technical and acquisition planning.
