Description
This is a request for information (RFI) in accordance with FAR 15.201(e). The Government does not presently intend to award a contract, but wants to obtain price, delivery, other market information, or capabilities for planning purposes. Responses to these notices are not offers and cannot be accepted by the Government to form a binding contract. This is not a solicitation for quotes, neither unsolicited proposals nor any other kinds of offers will be considered in response to this RFI and there will be no contract award from this RFI. There will be no reimbursement for any costs associated with providing information in response to this RFI or follow-up information requests. The purpose of this RFI is to gain knowledge of potentially qualified contractors that provide Actuarial Services, their capabilities, and their size classifications (small business, large business, Veteran Owned Small Business, Service Disabled Veteran Owned Small Business, Women Owned Small Business, etc.). DESCRIPTION OF WORK: The Department of Veteran Affairs (VA) Strategic Acquisition Center (SAC) is interested in gathering information for Actuarial Services for the office of the Veterans Health Affairs (VHA) Assistant Deputy Under Secretary for Policy and Planning (ADUSH/PP) to develop and maintain the VA Enrollee Health Care Projection Model (EHCPM). The EHCPM is used to estimate demand for VA health care services and provide insightful, timely projections to inform decision makers responding to a myriad of issues and challenges. The EHCPM produces twenty-year projections of Veteran enrollment, utilization, and expenditures at a very detailed level. The resulting projections support the development of the VHA medical care budget, strategic and capital planning, and policy analysis. The EHCPM accounts for the impact of the following on Veteran enrollment and use of VA health care services: "Enrollee age, gender, morbidity, and geographic migration patterns "Enrollee reliance on VA health care versus other health care providers "Enrollee income, local unemployment rates, and travel distance to VA facilities "Enrollee transition between enrollment priorities, i.e., movement into service-connected priorities and transitions due to changes in income "Unique utilization patterns of OEF/OIF/OND, female, rural, and new enrollees, and specific age cohorts "New policies, regulations, and legislation and changes in the broader environment, such as the implementation of the Medicare drug benefit "VA health care initiatives, such as the mental health capacity improvement initiative "A continually evolving VA health care system, i.e., quality and efficiency initiatives "Future changes in health care practice and technology. RESPONSE INFORMATION: Response to this RFI must be submitted to Ms. Beth Davis, betha.davis@va.gov. Each RFI response will receive a confirmation email; if a confirmation is not received please call 202-271-2597. Please include a point of contact, company name, business size standard, phone number, e-mail address and website information in your response to the RFI. Responses must be received by this office on or before 3:00 PM ET on 20 November 2012. This RFI is not a commercial solicitation. The Government will not pay for any information submitted, or for any costs associated with providing the information. The response should describe the company's capability to provide actuarial services and any subcontract intentions for the above scope of work and a transition/migration process from the incumbent contractor. If unable to meet all the requirements the respondent should offer trade-off considerations. Companies are encouraged to submit responses to this RFI, even if each requirement is not met.
