- Performance Work Statement In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to the Harvard School of Public Health, National Preparedness Leadership Initiative (NPLI), for the continued development and instruction of the Meta-Leadership program geared toward preparing senior leaders to more efficiently managing the response to disasters. The Harvard School of Public Health, NPLI will develop and implement a Meta-Leadership Training Program for Federal senior executives as well as non- profit agencies, state, local, tribal and territorial (SLTT) senior managers for deployment to lead a "whole of government" response to natural disasters, acts of terrorism and other man-made disasters, including catastrophic incidents. NPLI will develop various training delivery methods designed to produce programmatic outcomes that support multiple goals and objectives of DHS/FEMA by impacting a uniquely wide array of directives, guidelines, and plans that define and support vital homeland security programs. The scope of this Performance Work Statement (PWS) includes the development, delivery, and evaluation of a Meta-Leadership Program nationwide for up to 50 students to include Federal senior executives as well as non- profit agencies and SLTT senior managers and non- profit representatives. Under previous grant, EMW-2011-CA-00105-S01 and Interagency Agreement HSFEHQ-2011-X-1166, Harvard NPLI has been the incumbent training development and training provider supporting the Meta-Leadership initiative since 2011. For the continuation of this training initiative FEMA OCPO intends to award a contract Harvard NPLI having a (1) year performance period. The proposed contract is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". This notice of intent is not a request for competitive proposals. A determination by the Government to not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
