Description
THIS SYNOPSIS IS FOR INFORMATIONAL PURPOSES ONLY. Naval Air Systems Command (NAVAIR) intends to issue a modification under Contract N00019-10-G-0006-2016 to procure additional engineering support. This acquisition is being pursued on a sole source basis under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. Modification to delivery order 2016 tasks the Contractor to convert two (2) live AGM-154Cs Joint Standoff Weapons (JSOWs) into two (2) inert AGM-154Cs JSOWs which will be used for Joint Strike Fighter (JSF) Electromagnetic Environment Effects (E3) testing. This added scope will require the Contractor to design two mounting plates for instrumentation on the HERO All Up Round and will task the Contractor to instrument the Telemetry Instrumentation Kit (TIK) in the HERO AUR. The resultant modification will be Firm-Fixed-Price to include Engineering, Technical Data, Support Equipment and Other Direct Costs, already being performed by Raytheon Missile Systems, Tucson, AZ. Unless otherwise stated herein, no formal request for proposal or additional written information is currently available. A determination by the Government not to compete is solely within the discretion of the Government. This synopsis is published for information purposes only. (THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS). The JSOW weapon incorporates unique hardware and software design elements that cannot be satisfied by commercial off-the-shelf components. Raytheon has the necessary knowledge, experience and access to the technical data necessary to fulfill the Government's need and meet its schedule requirements. The Government does not possess the technical data rights. Subcontracting opportunities should be sought directly from RMS. IMPORTANT ADDITIONAL INFORMATION FOR INTERESTED PARTIES: There are no commitments by the government to issue any solicitations, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the efforts mentioned above.
