Description
Statement of Work This project is contingent upon FY 13 Funding. (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will NOT be issued. (ii) This is a Request for Quotes (RFQ) for an Indefinite Delivery Indefinite Quantity (IDIQ) and the solicitation number is W9124213T0001, Joint Task Force (JTF) Summit requires the following: Portable Toilets and Lavatories. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-60. (iii) This solicitation is a total small business set-aside, NAICS 562991, Septic Tank and Related Services, with a small business size standard of $7.0 million dollars. The Air National Guard encourages the participation of small, disadvantaged, and women-owned businesses. (iv) The Government intends to issue a firm-fixed IDIQ to the responsible quoter whose total quote represents the lowest price for the Government. The JTF Summit has a requirement/need for portable pots and hand wash stations (v) DESCRIPTION OF REQUIREMENT: 1.1 SCOPE OF WORK: The organization shall provide the portable pots, hand wash stations, and the means necessary in order to maintain the portable pots and hand wash stations at the Summit Bechtel Scout Reserve for the purpose of supporting JTF Summit. The organization shall maintain the portable pots and hand wash stations in full working order and maintain a level of cleanliness/serviceability to that required by local and state law and to the JTF Summit's standard. The organization shall provide the necessary and appropriate amount of chemicals to maintain hygiene/environmental safe conditions within the portable pots tanks. Shall provide the toiletries, toilet paper, hand soap, and paper towels for the portable pots and hand wash stations. Be able to adjust the number of portable pots and hand wash stations in order to accommodate the number of service members on ground during the contract with a 72 hours notice. Be flexible and able to adjust service needs/cost during the contract that reflects services received. Example: During a time in which a low number of Service Members are training on site such as 50 Service Members there will be 5 portable pots and 5 hand wash stations supplied to support that number of personnel. When a higher number of Service Members are scheduled to arrive such as 100 Service Members an additional 5 Portable Pots and 5 hand wash stations will be added to the site in order in support the number of Portable Pots and hand wash stations during the JTF Summit training cycle/rotation. Due to unforeseen changes in the number of Service Members on site JTF Summit requires the flexibility to both add and subtract cleaning services according to the required support. Once a list of training dates and the number of Service Personnel training at Summit are finalized this list will be provided to the contractor in order to facilitate and forecast the coordination and synchronization of cleaning services and the placement of the required Portable Pots and hand wash stations. Portable pots and hand wash stations will need positioned at various locations throughout the Summit Bechtel National Scout Reserve and maintained. It will be the contractors responsibility to provide the equipment in order to stage/set portable pots and hand wash stations and also service/clean portable pots and hand wash stations. 1.2 QUALITY CONTROL: The organization shall establish and maintain a complete quality control program for the performance requirements of this contract. SECTION 2 DEFINITIONS 2.1 Equipment: equipment/truck(s) that are capable of delivering and removing portable pots and hand wash stations to the Summit Bechtel National Scout Reserve. Equipment/trucks capable of cleaning and servicing the portable pots and hand wash stations. 2.2 Due to unforeseen force structure JTF Summit is providing the minimum and maximum required number of installed equipment. Two/2 portable pots and 2 hand wash stations will be the minimum number of installed/provided equipment beginning 14APR13 through 30SEP13. Thirty/30 Portable Pots and 30 hand wash stations will be the maximum number of installed/provided equipment beginning 14APR13 through 30SEP13. CONTRACTOR FURNISHED ITEMS AND SERVICES 3.1 GENERAL: The contractor shall provide all the equipment and labor required to perform this statement of work. 3.2 MINIMUM QUALITY STANDARDS: All portable pots and hand washing stations shall be delivered/maintained with the equipment designed for that purpose. 3.3 VEHICLES: The contractor shall provide any and all vehicles necessary to fulfill the requirements of this contract. 3.4 All vehicles shall be operated in accordance with project site traffic regulations. 3.5 EQUIPMENT: The contractor shall provide all associated mechanical equipment necessary to fulfill the requirements of this contract. Section 4 SPECIFIC TASKS 4.1 The following identifies, but is not limited to specific tasks for the Portable pots contract: 4.2 The portable pots contractor will be responsible for providing the portable pots and hand wash stations to JTF Summit at the designated portable pot and hand wash site(s) at the Summit Bechtel National Scout Reserve. This service will be based on the number of service members training at Summit and will fluctuate throughout the contract designated from 14APR13-30SEP13. 4.3 Be capable of cleaning/servicing portable pots within 24 hours of request. 4.4 Provide the necessary equipment to maintain portable pots and hand wash stations. 4.4 Provide services starting no later than 14 April 2013 through 30 September 2013. 4.5 Hours of operation for delivery will be within contractors designated hours of delivery. However, pending mission requirements JTF Summit may request services outside of contractors designated business hours. 4.6 Be able to clean/service portable pots and hand wash stations up to 3 times per week. 4.7 Provide the necessary toiletries such as toilet paper, hand soap, and paper towels per each equipment rented. SECTION 5 HAZARDOUS REQUIREMENTS 5.1 The contractor shall be responsible for removing/cleaning/servicing portable pots and hand wash stations within the requirements of local/state/federal laws governing. Disposal must be at a legal and approved location. Contractor shall include the cost of legal disposal in the quoted unit prices. The contractor will thoroughly mix and pump to remove all contents from each tank. The contractor will transport pumped material to a licensed and approved disposal location. Proof of disposal is required prior to payment. No utilities are available at the sites. The contractor is responsible for ensuring that each site, as related to the pumping of the tank, is clean and fit for public use prior to departure. 5.2 The contractor shall be responsible for any accidents caused by the contractor while on site removing refuse in support of JTF Summit. 5.3 The contractor shall be responsible for the clean-up/removal of any spillage of hazardous material while on site servicing portable pots and hand wash station at The Summit Bechtel National Scout Reserve in support of JTF Summit. LOCATION: JTF Summit 110 High School Rd Mt Hope WV (Various locations within JTF Summit). (vii) SCHEDULE of SUBMISSIONS: One (1) invoice must be submitted monthly. (viii) DOCUMENTS TO BE INCLUDED IN QUOTE: 1. A firm fixed price quote, using the attached bid schedule. 2. Three (3) references of the proposed equipment delivered and service provided within the past three (3) years 3. Applicable warranty information 4. Name, phone number, and address of your point of contact. (ix) The Government contemplates the award of a single purchase order on a "low-price- basis. (x) PERIOD OF PERFORMANCE: April 14th, 2013 through September 30, 2013 plus three (3) one year options from 14 April - 30 September.
