Description
The United States Army Corps of Engineers (USACE) is officially conducting market research that will be used to develop the Architect-Engineering (A-E) Acquisition Plan for Value Engineering Studies. Value Engineering (VE) is a creative, organized effort, which analyzes the requirements of a project for the purpose of achieving the essential functions at the lowest total costs (capital, staffing, energy, maintenance) over the life of the project. For SAS, this primarily consists of utilizing the six-step value engineering job plan consisting of the Information Phase, the FAST Analysis Phase, the Creative Phase, the Evaluation Phase, the Development Phase and the Presentation Phase. These concepts will be applied to facilities in any phase of the design process. Work will predominately consist of providing value engineering services by following the Value Engineering methodology expressed by the Society American Value Engineers (SAVE) using Value Engineering Study Reports. SAS is required to VE any project greater than $2000K and any O&M project greater than $1000K in accordance with ER 11-1-321. Participation in the Request for Information (RFI) process is important in that it makes USACE decision-makers aware of the capabilities that exist in the market. Your response is a key factor in the development of the acquisition strategy. Responses will be collected via the online questionnaire only. Data collected will become the property of the USACE, and will be used to provide a snapshot of how businesses who participated are capable of providing A-E Services. USACE does not claim or suggest participation in this questionnaire will result in consideration or award of a federal contract. Participation in the questionnaire is entirely voluntary and non-participation will not affect the consideration of any company for future federal contracts.
