- Solicitation NS_20130303 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Quotations are being requested and a written solicitation is attached. The National Institute on Drug Abuse (NIDA) on behalf of the National Institute of Neurological Disorders and Stroke (NINDS) is seeking senior-level, industry-experienced drug development consultants to provide leadership and technical guidance on drug development projects in the Blueprint Neurotherapeutics Network and possibly other NIH neuroscience-focused drug development programs. It is anticipated that multiple awards will result from this solicitation and the length of the awards will be one (1) Base year with up to four (4) one-year optional periods from award date on or around February 1, 2013. Please refer to the attached documents for more detail and how to apply. This procurement is being advertised on a total set-aside basis for Small Business concerns. The solicitation number is NS_20130303 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-61. The North American Industry Classification System (NAICS) is 541690 and the small business standard is $7.0 million. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer. The following FAR Provisions shall apply to this solicitation: 52.212-1, Instruction to Offerors -- Commercial Items; 52.212-2, Evaluation - Commercial Items. The clause at 52.212-4, Contract Terms and Conditions Commercial Items, applies to this acquisition and the Clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition. The FAR Provisions & Clauses cited in this paragraph are contained as attachments to the solicitation. Offerors must have completed the electronic annual Representations and Certifications requirement in accordance with FAR 4.1201(a). By submission of a quotation in response to this solicitation, the Offeror acknowledges the requirement that prospective awardees shall be registered in the federal System of Award Management (SAM), located at https://www.sam.gov, prior to award, during performance, and through final payment of any awards resulting from this solicitation.
