- Statement of Work The National Institutes of Health (NIH) Clinical Center Office of Nursing and Patient Care Services (NPCS) Department is conducting a Sources Sought/Market Survey Notification; As a result of this Sources Sought Notice, the Office of Purchasing and Contracts (OPC) may issue a Request for Quote (RFQ). THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified 8(a) small business sources; (2) whether they are small business; HubZone small businesses; service-disabled, veteran-owned small business; woman-owned small business; or small disadvantaged business; and (3) their size classification relative to the North American Industry Classification System (NAICS) code (541519, $25.0 Million) for the proposed acquisition. Your response to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The Office of Purchasing and Contracts does not intend to award a contract on the basis of responses received. This Sources Sought Notice (SS) is for information and planning purposes only, and shall not be construed as a solicitation or as an obligation on the part of the Government. Interested parties are expected to review this Notice and the Statement of Work (SOW) attached. A. BACKGROUND INFORMATION The new Mark O. Hatfield Clinical Center at the National Institutes of Health has installed bedside computers for patients in the inpatient nursing units. The computers are internet ready and provide patient access to the web based educational material, e-mail and entertainment. Currently the Children's Inn, Family Lodge, and the Clinical Center successfully utilize this custom home page patient site called CarePages which allows our patients to send and receive messages, post pictures and keep those close to them up to date on their hospitalization and progress. B. PURPOSE This Statement of Work pertains to the continuation of maintenance for CarePages the Patient Portal that is utilized by the Clinical Center inpatients for them to communicate via personal, private Web pages that will enable them to stay in touch while receiving care. Care Pages is advantageous to our patients, their families and friends. This also keeps the Clinical Center in line with the Children's Inn and Family Lodge, keeping communications open between family members here at NIH. C. STATEMENT OF OBJECTIVES Nursing and Patient Care Services will continue to utilize this software which will enable the patients to stay in touch while receiving care. D. STATEMENT OF WORK CarePages is a secure web based environment where NIH Clinical Center patients can log-on and invite guests using a secure ID and password to communicate via the internet. The TL Care Pages service is currently in use at the NIH Childrens Inn and the NIH Family Lodge as well as the Clinical Center, and this enables the patients and their families in different locations to stay in continual contact with one successful service. E. GOVERNMENT RESPONSIBILITIES Provide internal project leader to serve as the liaison to NIH's staff, patients and families. This leader accepts updates on utilization patterns as well as strategize on best internal marketing routes. (Current leader: Cheryl Fisher) F. REPORTING REQUIREMENT AND DELIVERABLES 1. Contractors customized CarePages loyalty-building patient interactive service, which includes: a. Fully functional software for communication and community management b. CarePages Manager functionality manage community environment c. Privacy and Security controls d. Patient update section for the Manager to provide patient status updates and information e. Message Board where visitors can leave messages of support f. Contact Information page that identifies health care provider and Manager contact information. g. Photo Gallery where Manager can post up to sixteen digital photographs h. Customized Links: up to four links to drive traffic and repeated visits to your Web site i. Customized graphics and colors that prominently display NIHs brand image on every CarePage j. CareCompliment staff recognition service k. Personalized Welcome Message to all first-time CarePage Managers and visitors l. Donor Acquisition System and virtual honor roll m. Real time active survey and feedback system for CarePages members n. Content Screening and Standard Terms of Service that protect NIH's brand image o. HIPAA Compliant "Opt in" Selections and Partner Messaging provides banners and links to topics of interest to users p. Full customer service, technical, and on-going account management support q. Quarterly utilization reporting that monitors usage by unit r. In person account management support s. One Button Spanish Translation of Care Pages templates, links, appeals and surveys.
