- MOVE PLANNING AND RELOCATION ASSISTANCE FOR THE INTRAMURAL RESEARCH PROGRAM (IRP) OF THE NATIONAL INSTITUTE ON AGING (NIA) STATEMENT OF WORK •I. BACKGROUND The National Institutes of Health (NIH) is the principal Federal agency for the conduct and support of medical research in the United States. The NIA IRP is a component of the NIH and it conducts biomedical, social, and behavioral research and training related to aging and the diseases and special problems of the aged. II. WORK TO BE PERFORMED Independently, and not as an agent of the Government, the Contractor shall provide all necessary personnel and ancillary services (except for those to be furnished by the Government as may be specified elsewhere in the contract) to perform the work required by the contract as set forth below. The NIA IRP requires a Contractor to assist with the planning, coordinating and moving of 6 organizational units and approximately 80 people and the associated laboratory equipment, instruments, office equipment, files. Move planning shall involve NIA IRP units that are currently working at the Gerontology Research Center (GRC), 5600 Nathan Shock Drive, Baltimore, Maryland. These units shall be moved to the new location at 251 Bioscience Drive, Baltimore, Maryland 21224. The units shall be moved simultaneously and each group shall be moved over a two to three day period between April 1 2013 and May 31 2013. SPACE AND OCCUPANTS Tentative LAB FROM TO Schedule LCS GRC 3 rd Floor BRC Levels 8, 9 Lab & office space April LMG GRC 2 nd Floor BRC Levels 1 Lab April Confocal GRC 1 st & 2nd Floor BRC Levels 1 Lab April Cytometry GRC 3 rd Floor BRC Level 3 Lab April Vivarium GRC 1 st & 2nd Floor BRC Level 2 Lab space April LI GRC 1st Floor BRC Level 2 Lab space May The number of occupants in the above groups include: LI (0 lab only); LCS (52); LMG (0 lab only); Confocal (2); Cytometry (5); Vivarium (12). The planned number of employees to be moved is 64with a maximum of 85. No animal moves or contact with animals will take place in the Vivarium move, only personnel and equipment. III. PERIOD OF PERFORMANCE Relocation/Activation Phase (tentative dates): April 1, 2013 through May 31, 2013. Move Planning Assistance The Contractor shall perform the following tasks for each group that is moving. •1. The Contractor shall meet with Government employee(s), representative(s) and physical move POC to review/finalize the move schedule. •2. Prior to the move the Contractor shall coordinate the delivery schedule for items requiring manufacturer pre-move preparation; ensure cleaning/clearing has been completed. Prior to the move, the Contractor shall meet with Government employee(s), representative(s) and BRC management to review policies and procedures for move-in day; shall arrange loading dock and elevator reservations as appropriate at the origin and destination locations. •3. The Contractor shall organize and coordinate the meetings with the groups and with points of contact for each group, including scheduling, preparing agendas, and present move plans and move instructions. The Contractor shall refine, distribute and explain move communication packets for employees, including but not limited to discussing the move schedule, purging unneeded files, and labeling items for the move. •4. The Contractor shall assign labels and placard colors and room numbers to staff/movers for new laboratory and office space, and provide the respective listings of rooms, labels, and placard colors to the units and employees that comprise each group. •5. The Contractor shall be on-site during the move to answer staff member's questions. •6. The Contractor shall use the list of contact names and telephone numbers where contacts can be reached on the day of the move and shall assist with a lost and found location at the new site with periodic monitoring. •7. The Contractor shall assist with providing instructions for the delivery and distribution of rent-a-crates, crate dollies, labels, moving supplies and packing materials. •8. The Contractor shall perform a thorough walk through of current (i.e., GRC) and new space at the BRC and take inventory of existing damage to walls, door jambs and flooring. •9. The Contractor shall perform a thorough walk though at the GRC to ensure that all items have been moved. •10. The Contractor shall distribute and collect forms from staff for items damaged. •11. The Contractor shall provide a report of damaged equipment, property, walls, doors, floors etc., or lost or missing equipment, files, furniture. The report shall be provided for each group within two weeks of the move date.
