- SOURCES SOUGHT SYNOPSIS Solicitation Number: Notice Type: FA8252-13-R-0PSCM Sources Sought The purpose for this amendment is the make the followig corrections/additions as shown below: 1. Paragraph 2 is changed to add Wright-Patterson AFB in OH as a potential location. 2. 3.1 is changed to read, "...(within the past 3 years)..." Changes are made in BOLD below. NOTE: FOR THOSE VENDORS THAT HAVE ALREADY SUBMITTED A RESPONSE, NO ADDITIONAL RESPONSE IS REQUIRED. THIS IS TO NOTIFY INDUSTRY THAT AN ADDITIONAL LOCATION MAY BE INCLUDED IN A POTENTIAL RFP. ANY PAST PERFORMANCE ORIGINALLY INCLUDED IN A RESPONSE BEYOND THE 3 YEAR CHANGE WILL BE REVIEWED. ADDITIONAL INFORMATION OR REPSONSES MAY BE EMAILED TO THE PCO NO LATER THAN 20 NOV 2012. AMENDED Synopsis: 1. NOTICE: This is not a solicitation but rather a Sources Sought announcement to determine potential sources for information and planning purposes only. A solicitation is not available at this time, and any requests for a solicitation will not receive a response. 1.1 The purpose of this Sources Sought is to conduct market research to determine if the requirements contained in paragraph 2 below are: sole source, full and open competition, or a small business set aside. The government requests that interested parties clearly demonstrate it has the necessary federal acquisition experience, organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them. 1.2 The Government is interested in all, large businesses and small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The proposed North American Industry Classification Systems (NAICS) Code is 541611, Administrative Management and General Management Consulting Services, which has a corresponding Size Standard of $14M. If applicable, identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangement, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: The Air Force Material Command (AFMC) is conducting market research to determine available sources to provide Advisory & Assistance Services (A&AS) to support Purchasing and Supply Chain Management (PSCM) to various offices located at Tinker AFB in Oklahoma, Hill AFB in Utah, Robins AFB in Georgia and Wright-Patterson AFB in Ohio. The potential requirements would be for two separate solicitations/contracts as follows: PSCM Executive Level 1 Support: Provide Wing level strategic sourcing counsel to AF senior leaders for current and future PSCM initiatives. The 448 SCMW PSCM methodology and strategic sourcing concepts were conceived in cooperation with IBM using the IBM model and committed to by the AF. Offerors must provide subject matter expertise, data analysis of AF sourcing processes and delivery sourcing tools and process training to assist the AF in achieving its sourcing goals. Offerors must demonstrate AF senior executive service (SES) level experience in implementing and managing commercial and AF PSCM sourcing programs specifically for the employment of counseling planning and execution groups and Commodity Councils; support Commodity Councils and the Enterprise Sourcing Strategy Flight (ESSF) in the preparation and periodic review of Enterprise Sourcing Plans (ESP), Commodity Management Plans (CMP) and Commodity Sourcing Strategies (CSS); implementation and execution of Supplier Relationship Management (SRM) and Performance Based Logistics (PBL) methods and analysis techniques; developing and implementing business intelligence methodologies; and developing and implementing training strategies and material. PSCM Level 2 Support: The primary support is to provide program management support to develop, prepare, and assist in acquisition planning documents such as Acquisition Plans, Justification & Approvals, Commodity Sourcing Strategies, Acquisition Strategy Panel briefings, market research reports, and statement of works as required; Provide support for data collection, interpretation/ analysis, benchmarking, industry studies, and best practices for metrics development and reporting; create/maintain project plans to support improvement initiatives supported by Integrated Master Schedules (IMS) for process improvement; assist SRM and Commodity Councils as directed; work with Commodity Councils, independent product teams (IPT) and suppliers to support/review Targeted Optimization Program (TOP) initiatives, provide Planning DLA Managed Consumables (PDMC) support by building/updating/ maintaining team master research database processes and building user interfaces as required; analyze acquisition lead time (ALT), production lead time (PLT) and on-time delivery (OTD) for DLA and AF contract with strategic suppliers to support improvement initiatives; Conduct/facilitate meetings with suppliers, both with individual and in summit venues, to assist in the development and implementation of the supplier strategy; accumulate, analyze and develop program and technical metrics as needed for use in managing a variety of strategic contracts; performs data research, mining, and analysis of contracting, cataloging and supply information for use by the Commodity Council members in developing Strategic Sourcing initiatives, utilizing comprehensive and detailed knowledge of AF legacy systems such as ACPS, J018, ABCS, DO35, D043a, D200 DREP, and J090 and knowledge and expertise to extract and scrub data to ensure accuracy; provides program management support to various strategic sourcing initiatives; performs analysis/development of historical spend and presents findings and makes recommendations in support of TOP and PBL initiatives; assist and provide support as needed in the integration and implementation of SRM, PBL, and customer relationship management (CRM) in support of mid and long-term strategies, to include mentorship in support of standard business process and maintaining of the established training module for commodity councils and SRMs. Offerors must be familiar with strategic sourcing concepts, the IBM developed PDMC and Spend Optimization Analysis Report (SOAR) IT tools, Microsoft Office 2010 (Access, Excel, etc.), database development, management and maintenance, and existing AF legacy systems mentioned above. 3. Each potential source shall give a brief description of their ability to satisfy one or both of the requirements identified above. Clearly identify which requirement, under paragraph two, the potential source intends to provide clear and convincing evidence it is interested in. The description should clearly demonstrate that the source has: a satisfactory record of integrity and business ethics; and has the necessary organization, acquisition development experience, AF and commercial PSCM experience, AF legacy systems experience, accounting and operational controls, and technical skills, or the ability to obtain them. 3.1 Each potential source is also requested to provide the contract number(s), dollar value(s) and a brief description of work previously (within the past 3 years ) or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy the requirements identified above. Contractors shall also provide point of contact information (name, telephone number, email address) where available for the efforts cited above. 3.2 All responses to this Sources Sought are limited to 3 pages for each level of support for a total of six pages. Responses may be for one or both levels of support. Responses must include the following additional information: name and address of contractor, commercial activity/government entity (CAGE) code, small business size status, point of contact name, title, phone and email. Interested sources shall submit all replies by email to Debbie Hope at debbie.hope@hill.af.mil no later than 4:00 PM MDT on 31 October 2012. Acknowledgement of receipt will not be made. 3.3 The competition status of these two requirements is not yet determined. 3.4 THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLCIITED. This Sources Sought is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP), or as obligation on the part of the Government to acquire any products or services. Your responses to this Sources Sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this Sources Sought or Government use of such information. The Government reserves the right to reject, in whole or part, and contractor input resulting from this Sources Sought. The information resulting from this Sources Sought may be included in one or more RFP's, which may be released via the FEDBIZOPPS.GOV portal.
