Description
The U.S. Army Corps of Engineers, New England District is soliciting small business contractors for the supply of LED light fixtures and isolation transformers to upgrade the bank lighting system at the Cape Cod Canal. The NAICS code for this procurement is 335122. The project is planned to be issued in December 2012. The estimated construction cost is between $100,000 and $150,000. Any responsible source meeting this standard may submit a quote to be considered by the New England District. The project includes supplying 170 of each type fixture specified below and 170 each of required isolation transformers, primary connector kits and mounting arms. The contractor will furnish the materials to the Canal Project Office. Materials shall be installed by others outside of this contract. The listing of specific product names and manufacturers, unless otherwise specified, is to establish a standard of quality, characteristics and features. It is not to be construed as limiting substitutions. The contractor may propose substitute products that will be considered by the Government. The contractor shall provide sufficient information on substitute products and time to allow the Government to evaluate the products in terms of equivalency. Substitute products must be accepted by the Government prior to purchase by the contractor and delivery. Material to be furnished: 1. The contractor shall furnish one hundred and seventy (170) new canal access road light fixtures. Fixture type shall meet the requirements of Federal Aviation Administration (FAA) Advisory Circular (AC) 150/5345- 46, type L-861 mode 1 for a constant current fixture supplied by 6.6 amperes. Fixtures shall be by "Airport Lighting Company" or approved equal. Fixtures shall be supplied with LED head assembly No. 216 and glass lenses No. 54, yellow (140 ea.) and No.249, clear (30ea.). 2. The contractor shall furnish one hundred and seventy (170) new isolation transformers meeting the requirements of FAA AC 150/5345-47, Type L830-1. The contractor shall also provide one hundred and seventy (170) primary connector kits of #6 concentric stranded cable meeting the requirements of FAA AC 150/5345-26, L-823type 1 class B. Isolation transformers and connector kits shall be manufactured by "Amerace" or approved equal. 3. The contractor shall furnish one hundred and seventy (170) new area LED lighting fixtures as manufactured by "RAB Lighting" model number WPLED20 or approved equal. Fixtures shall be UL listed for wet locations. Minimum fixture efficacy shall be 60 lumens per watt at 350 mA. Fixture housings shall be cast aluminum with a bronze powder coat finish. 4. The contractor shall furnish one hundred and seventy (170) new pole mounting arms. Mounting arms shall be "Hapco" four foot aluminum, style WPB84-001 or approved equal. Submittals: The contractor shall provide catalog cuts and specification sheets for all required materials for initial approval. Following initial approval of all materials the contractor is required to provide four samples of each type component required in the statement of work for a six week operational test of the items. Allow eight (8) weeks for final approval following submittal of the samples. Delivery: A. All material shall be delivered to the Cape Cod Canal Project Office located at: U.S. Army Corps of Engineers 40 Academy Dr. Buzzards Bay, Ma. 02532 Attention: Peter Antonini B. All materials shall be provided within 120 days of final material approval. The solicitation will be available in early December, 2012 and will be available for downloading by accessing the Federal Business Opportunities website (http:/www.fbo.gov).
