Description
Notice of Intent Title:UPS and Flywheel Maintenance Identification Number:ID04120263 Issuance Date:13 November 2012 NAICS Code: 811219 Other Electronic and Precision Equipment Repair and Maintenance Electronic Computer Manufacturing Contract Type:Firm Fixed Price The General Services Administration (GSA), Federal Acquisition Service (FAS), Assisted Acquisition Services Division (AASD) has received a requirement from the US Army Engineer Research and Development Center (ERDC), Vicksburg Mississippi. This is a notice of intent that GSA anticipates issuing a solicitation in support of ERDC. The Statement of Work (SOW), performance requirements (see below), provides for services of the US Army Engineer Research and Development Center UPS and Flywheels. The Period of performance shall begin on 12/08/2012 to 12/07/2013 with two 12-month options. The proposed contract action is for maintenance services for which the Government intends to solicit sole source to Emerson Network Power, Liebert Services Inc, CAGE 1MY11, 610 Exec Campus Drive, Westerville, OH 43082, in accordance with FAR 6.302-1(a )(2) because Emerson Network Power, Liebert Services is the only known company that can perform maintenance services on Liebert equipment. RFQ will be issued to the sole source contractor by the Contracting Officer. Statement of Work: Performance Requirement: The maintenance services shall be performed by Liebert factory trained Customer Engineers. If a mutually agreed upon schedule for preventative maintenance cannot be established, the government reserves the right to specify the schedule for performance of preventative maintenance. 4.Preventative maintenance shall include the repair or replacement of equipment components that have been identified as worn, defective, broken or obsolete if applicable. 5.The Contractor shall provide one (1) annual preventative maintenance visit according to the applicable schedule or intervals established by the original equipment manufacturer (OEM) for each model of equipment. 6. Preventative Maintenance that does not require system shutdown may be conducted during operational hour's 7AM to 5 PM local time, Monday through Friday. If downtime is required, PM will be scheduled at the earliest convenience of the Government and contractor. The schedule for preventative maintenance shall be coordinated with the Contracting Officers Representative (COR) 5 working days prior to performance of services. 7.A the conclusion of each service, contractor shall provide a written report summarizing the service conducted, findings, and recommended action. 8.Preventative Maintenance shall be conducted in accordance with the below listed Preventative Maintenance Schedule or comparable support Questions regarding this synopsis must be submitted in writing via email to the below identified issuing office point of contact no later than the 11:00 am Monday November 19, 2012, CDT. Oral communication is not accepted on this notice of intent. No other communications, whether oral or in writing, will modify or supersede the terms of this synopsis document. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a )(2). This Notice of Intent is not a request for competitive quotes. However, any party that believes it is capable of meeting the requirements stated in the attached technical requirements document may submit a written capability statement that clearly supports their ability to deliver the required services. Capability statements shall be received no later than the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
