Description

This is a pre-solicitation notice for a solicitation that is anticipated to be issued approximately on or about December 6, 2012. Responses are expected to be due on or about December 17, 2012. This solicitation is to be issued on a sole source basis, under the authority of Public Law 112-154, Section 105 and FAR 6.302-5 Authorized or Required by Statute, to all States in which there are State Veteran Homes (SVHs) providing nursing home care to 70% or greater disabled veterans. This acquisition action is taken in order to enter into Basic Ordering Agreements to meet the implementation requirements of the Public Law (PL) 112-154. Congress enacted the new requirements set forth in PL 112-154 for VA's payment for the care of mandatory Veterans (see attached highlights under Title I Sec 105) and ensures that SVH are adequately reimbursed for the care provided. Under the intended basic ordering agreements, SVHs shall be required to provide nursing home care to eligible Veterans in accordance with standards specified in 38 CFR Part 51, Subpart D. In general, these standards include nursing services, dietary services, physician services, and rehabilitation services. The objective of this acquisition is to award State Veteran Home BOAs to 143 State Veteran Homes nationwide prior to January 11, 2013 to ensure that payment under contracts can begin for nursing home care provided on February 2, 2013. All States Nursing Home Representatives must provide the Contracting Officer (CO), who is identified as the Point of Contact in this pre-solicitation notice for this solicitation, with their single point of contact (SPOC) for the CO to issue the solicitation on the aforementioned issue date. Provide the SPOC's name, email address and telephone number prior to the solicitation issue date of December 6, 2012. For States in which SVHs already have a direct relationship with the Department of Veteran Affairs Veterans Health Administration and are not required to provide services to veterans through their responsible State's Department of Health or other State Agency, all SVHs must contact the CO directly to provide the aforementioned information for their SPOC prior to the solicitation issue date. SVHs that provide nursing home care directly to veterans and are not required to provide services through a State Agency such as the State Department of Health, are also required to register their Home with the federal government's Systems for Award Management, also known as SAM.gov, and update their Online Representations and Certifications (ORCA) within SAM prior to responding to this solicitation. Additionally, all independent SVHs which do not currently have a Dunn and Bradstreet number prior to responding to this solicitation must obtain this number, also referred to as the DUNS number, prior to responding to this solicitation.
