- The Army Contracting Command - Redstone proposes to issue solicitation number W58RGZ-13-R-0029. The proposed action is for a new Cost Plus Fixed Fee (CPFF) contract for the acquisition of Advanced Threat Infrared Countermeasures (ATIRCM) Contractor Logistics Services (CLS). The period of performance shall be twelve months from the date of contract award. This requirement is sole sourced to BAE Systems (BAE), Information and Electronic Systems Integration (IESI), Inc., Cage Code 94117, under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2), "Only one Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." As the designer and developer of the ATIRCM, BAE possesses unique knowledge of the system. BAE will be responsible for all of the repair processes. BAE is currently the only source that is qualified to repair the covered articles and is also the only approved source of supply for acquisition of spares for these items. BAE is the only source which has the capability and sufficient technical data to provide the integrated package of repair, reliability, sustainment, inventory management, and depot source development encompassed in the ATIRCM Statement of Work (SOW). The proposed solicitation issue date is November 29, 2012 with a closing date of December 29, 2012. This synopsis closes on November 28, 2012 at 12:00 noon CST. The closing date annotated is an estimated date and may be adjusted dependent upon the date of release for solicitation; however, the solicitation will not close prior to the date stated above. Telephone requests for copies of the Request for Proposal (RFP) will not be accepted. All requests must be in writing. You may mail your request to Army Contracting Command-Redstone, Attn: CCAM-AR-C /S. K. Harris, Building 5309 Martin Road, Redstone, AL 35898-5280. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, however, if you are interested in this requirement you may identify your interest by submitting a proposal. This notice of intent is not a request for additional competitive proposals. However, all proposals received within forty five days after the date of publication of this synopsis will be considered by the government. A determination by the Government not to further compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
