- USAMRAA intends to award this contract on a sole source basis with Schmitt Consulting Services, Inc.dBA JGS Consulting in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, 10 U.S.C.2304(C)(1). This announcement constitutes the only notice. A written solicitation will not be issued. Interested persons may identify their interest by submitting a capability statement, proposal or quotation. This Special Notice of Intent is not a request for competitive quotes. However, the Government will consider all quotes received by the closing date specified in this notice. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not conducting a competitive procurement is in the best interest of the Government. If no written responses are received at least fifteen (15) days after the publication of this notice, the purchase will be awarded without further remark. All questions concerning this notice shall be emailed to Brad Nielson at bradley.nielsonii@amedd.army.mil. Interested vendors must identify their capability in writing to the above email address or by mail to Place of Contract Performace listed below. Task 1. Company will provide assistance to the US Army Aeromedical Research Laboratory (USAARL) Acoustics Branch in preparation for submission for accreditation from the National Voluntary Laboratory Accreditation Program (NVLAP). Task 2. Company will make offsite preparations pertaining to the appropriate standard operating procedures and other requirements for NVLAP accreditation for ANSI/ASA S12.6-2008 "American National Standard Methods for Measuring the Real-Ear Attenuation of Hearing Protectors" and ANSI/ASA S12.42-2010 "American National Standard Methods for the Measurement of Insertion Loss of Hearing Protection Devices in Continuous or Impulsive Noise Using Microphone-in-Real-Ear or Acoustic Test Fixture Procedures." Task 3. Company shall send one qualified individual to the USAARL (Fort Rucker, AL) for onsite working sessions for a total duration not exceeding 28 hours. Task 4. Company shall send one qualified individual to the USAARL (Fort Rucker, AL) for a second onsite working session(s) not to exceed 28 hours. Task 5. Company will provide offsite support for a total duration of not more than 6 hours. Task 6. Company will insure that the USAARL Acoustics Branch is sufficiently prepared for NVLAP inspection and accreditation.
