Special Notice Announcement for Compatibility Check with Armys Enablers for Grenadier Sighting System (GSS) Competition Candidates The U.S. Army Contracting Command - New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Program Manager for Soldier Weapons (PM SW), Picatinny Arsenal, NJ 07806-5000, is announcing a Compatibility Check for the Armys enablers for all potential GSS Competition candidates. The purpose of this Compatibility Check is to allow all vendors an opportunity to better prepare their proposals for the future GSS competition. Manufacturers of potential GSS Competition candidates are invited to conduct a Compatibility Check using their own GSS systems with the Armys enablers. During the Compatibility Check, vendors will have time to check their attachment/detachment methods and take any necessary measurements needed with the Armys enablers. The Government will make the following enablers available for use at the Picatinny Arsenal facility: M320/M320A1 Grenade Launcher (complete with M4 and M16 mounting hardware, along with standalone kit); M4A1 Carbine; M16A4 Rifle; M23 Blank Firing Adaptor; M68 Reflex Sight w/Mount; M150 Rifle Combat Optic;PEQ-2 Infared Aiming Laser; MILES Small Arms Transmitter (SAT); PEQ-15 (Laser/Light); PEQ-15A (Infrared Aiming Laser); and the AN-PSQ-23 (STORM) (Multi-functional laser system). This is a non-firing Compatibility Check. Therefore, function firing of the various enablers will not be permitted, nor will batteries be provided for operation of the devices. In addition, vendors participating in the Compatibility Check will not be furnished any ammunition, nor will they be allowed to bring their own ammunition to fire their weapons with any of the accessories, to include the Government-provided M320/M320A1 Grenade Launcher. Each vendor will be allotted a time period of four (4) hours. Additional visits and requests for time extensions will not be permitted. Compatibility checks will occur December 3rd thru 21st, 2012. The Registration Period will be held from November 19th thru December 7th, 2012. Scheduling for contractors to be provided access to the Army enablers will be established based on a first-come, first-served basis. The Compatibility Check will be held in Bldg 2 Lab, Picatinny Arsenal, NJ 07806. INSTRUCTIONS: Interested vendors must register to participate by contacting Holly Gregg, Contract Specialist, via email at, holly.c.gregg.civ@mail.mil. The Registration Period will be held November 19th thru December 7th, 2012; vendors will be scheduled for the Compatibility Check on a first-come, first-served basis. Interested vendors should include the following details in the registration email: names of each representative who will attend the Compatibility Check; vehicle make, model and license plate number for registration at the Picatinny Arsenal Visitor Center. During the Registration Period, each vendor will be assigned a time slot to conduct their Compatibility Check. The amount of time for the Compatibility Check will be the same for all vendors: four (4) hours maximum. Vendors are allowed to bring multiple GSS candidate units. A limit of three (3) representatives total from each vendor will be enforced due to limited room space. There will be no cost to the vendors attending the Compatibility Check associated with the use of Picatinny Arsenals facility. No Government furnished property shall be removed from the Picatinny facility. Full accountability of the Government furnished property provided for this compatibility check will be maintained. Note: The Government will not be responsible for any expenses incurred by a vendors decision to participate in the vendor Compatibility Check, nor will the Government be responsible for any damages incurred to a vendors weapon systems/equipment or injury to participants as a result of the Compatibility Check. There will be no Government assistance during the compatibility checks. REMINDER: Interested vendors must register to participate by contacting Holly Gregg via email at, holly.c.gregg.civ@mail.mil.
