- NASA/JSC has a requirement for accommodation services for 15 units of NanoLabs onboard the Nanoracks Research Platforms for payload integration and operation services and to provide one utilization time slot for the NanoRacks Refractive Microscope, one utilization time slot for the NanoRacks Reflective Microscope, and one utilization time slot for reading of a Microplate in the NanoRacks Microplate Reader. NASA/JSC intends to purchase the items from NanoRacks, LLC. Under a Space Act Agreement, NanoRacks, LLC, has developed biological laboratories to increase the on-orbit analysis capacity on the International Space Station (ISS). This effort will procure the accommodations for 15 units of laboratory space in these NanoRacks-NanoLabs and the related payload integration services required for the units to be launched and serviced during the mission. The NanoLabs are NanoRacks technology and is the only company that performs the integration and operation services for the NanoLabs. Therefore, no other company is able to provide these services. This effort also includes one use of the NanoRacks Refractive Microscope and one use of the NanoRacks Reflective Microscope currently on-board the ISS. The NanoRacks Refractive Microscope is the only refractive microscope on-board the ISS, so only NanoRacks is able to provide these services. Also, the NanoRacks Reflective Microscope is the only reflective microscope which allows research to be performed outside of a glove box. Therefore, only NanoRacks is able to provide services for research that requires to be performed under this condition. Additionally, one utilization time slot for reading of a Microplate in the NanoRacks Microplate Reader is required.The NanoRacks Microplate Reader is the only plate reader on-board the ISS, so only NanoRacks is able to provide this analytical capability. The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 28, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
