Description
AMENDED NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT This notice modifies the special notice Laser Guided Small Diameter Bomb (LASERSDB2012) that was posted on 4 Oct 2012. The Air Force Life Cycle Management Center Rapid Acquisition Cell intends to negotiate a sole source contract with The Boeing Company, located at 6200 JS McDonnell Blvd Saint Louis, MO 63134-1939 for the procurement, integration and fielding of the Laser Guided Small Diameter Bomb (LSDB) System onto the AC-130W aircraft. The contract will result in a two-phased firm fixed price and cost plus fixed fee contract. The first phase will provide a non-maneuvering target capability in approximately 10 months. The first phase includes the purchase of LSDB all-up-rounds (AURs), guided test vehicles (GTVs), production & engineering support and integration & test support. The AURs will be retrofitted SDB I's from recent SDB I production buys already delivered. The second phase will be an option to provide a maneuvering target capability in approximately 12 months. The second phase includes the purchase of additional retrofitted LSDB AURs, GTVs, production & engineering support and integration & test support. Additional items to be procured include an LSDB weapons simulator, shipping containers, and up to four annual lot buys of LSDB hardware, to include retrofitted AURs, GTVs, and Flight Termination System/Telemetry (FTS/TM) assemblies. Associated data, such as range safety data and a system performance specification, will be delivered to the Government under Phases I and/or II. These additional hardware items, and the above Phase II requirement, may be awarded on this initial contract or on a separate contract vehicle at the convenience of the Government. The Government intends to solicit, negotiate and award to only one contractor using other than full and open competition procedures pursuant to the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals, however all responses received within fifteen (15) days of the issuance of this notice will be considered by the Government. The Government will not be responsible for any cost incurred in preparation of proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of Offerors or potential Offerors. The Ombudsman does not diminish the authority of the program manager or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the Contracting points of contact identified below. All actions listed in this notification are subjected to the availability of funding.
