- 5. Will ePODS be considered a "development contract" which would result in an OCI issue for a current RDAS service provider? Answer: No, requirements exist and development work performed will be executed to deliver requested capabilities/functionality. This will be an operations and maintenance funded program. 6. Is NGA considering a small business set aside for certain service areas such as user advocacy, standards development, or independent V&V/testing? Answer: Yes, the organization will determine what areas can be/will be identified for set aside opportunities. 7. Does the sponsor plan on releasing a bidders library of documents that will serve to inform industry of the current state of the ePODS system, where it is in the release cycle, what the requirement per release are, where and how the system is hosted (Development, Test and Release, and Operations) and how well documented the system is? Answer: All documents will be posted as attachments for download NLT 11/19/12. 8. Based on the SOW paragraph 7 Work Place being on the contractor site will NGA network communications be required for a contractor to bid and provide an interface for the contractor's factory, will the sponsor provide comms if a contractor does not currently have connectivity with the sponsor? Answer: A company is able to utilize their unclassified network communications to communicate with the PMO. Secure communication accounts and badges will be provided for personnel requiring it for communications on the classified networks and facility access. 9. Based on the SOW paragraph 7 Work Place does the sponsor have any location preferences i.e.; within XX miles of Springfield, VA or within the WMA, or either WMA or STL? Answer: The Program Management Office is located within the local geographical area WMA/DMV. We will have contract deliverables that will require face-to-face meetings on weekly, monthly, and on an as needed basis. 10. Is NGA willing to utilize software other than esri, in order to satisfy the requirements in the SOW on the epods program? Answer: Yes. 11. Would you be able to assist me with a POC on either the NGA side of the house or within Northrop Grumman that we can speak with about teaming? Answer: The Government will review submissions received from this RFI and will initiate contact with interested parties as needed consistent with the procurement integrity requirements found at FAR 3.104. The Government cannot be involved in contacts or communications between vendors.
