- Description
- NASA/GRC has a requirement for a quantity of two (2) 15 Amp Umbilical Switchgear Remote Power Controller Breadboards built with Silicon Carbide FETs and emulating Orion flight RPC performance. NASA/GRC intends to purchase the items from Hamilton Sundstrand Space Systems International, Inc. (HSSSI), a United Technologies Aerospace Systems Company (UTAS). The 15 A Silicon Carbide Umbilical Switch RPCs shall be compatible with current hardware installed and being tested in the Orion Electronic Power System (EPS) Test Platform at NASA Glenn Research Center. UTAS (formerly Hamilton Sundstrand Corporation) designed and built the current hardware in 2009 under a previous procurement; the new hardware shall be electrically and functionally compatible with current hardware to operate properly in the testing. Also, UTAS is the contractor responsible for the electrical design of power distribution hardware on the NASA Orion vehicle; the new hardware needed for testing shall be functionally the same as the hardware designed for the Orion vehicle for NASA Glenn results to be valid and useful to program. UTAS would be the only supplier able to build the new hardware and ensure design/functional equivalence. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on November 28, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
