- Justification for Other Than Full and Open Competition is to continue current performance on contract (BPA) GS23F0109L/GS-P-04-07-BV-0068 while redefining and validating additional requirements for a new follow-on contract based on a third major system upgrade to the national RExUS (Real Estate Across the United States) data management inventory system. Contract (BPA) GS23F0109L/GS-P-04-07-BV-0068 expires on September 30, 2012. The current contractor is Booz Allen Hamilton, Inc. (BAH), 8283 Greensboro Drive, McLean, Virginia 22102-3838. During the period of the current contract, GS23F0109L/GS-P-04-07-BV-0068, the Statement of Work and performance requirements of the current contract has been under scrutiny to provide for more measurable performance standards and to mitigate any potential personal services requirements through better scope definition. BAH was chosen to continue providing these services because of their existing presence in the region supporting the Region 4 Portfolio Management (PT) and Real Estate Acquisition Divisions (READ) in providing data entry, quality assurance, training and consulting support in all aspects of the lease payment and rent bill management processes. Due to several recent system changes in the RExUS (Real Estate Across the United States) data management inventory system. GSA Region 4 desired to evaluate the process impacts of these new system changes prior to finalizing the SOW for the new FY 13 contract. RExUS has experienced multiple issues since its release in July 2011 and recently experienced a third major system upgrade. GSA desires to have a fully functionally RExUS system with system capabilities that complement the performance requirements of the revised SOW in order to ensure that the selected Rent Billing Management Contractor can effectively and cost efficiently assist Region 4 in the operation of the RExUS data management inventory system. Due to this additional review of the impact on the Statement of Work (SOW) and performance requirements of the current contract utilizing RExUS, the solicitation for the follow-on contract has been further delayed and an extension of the current contract that expires on September 30, 2012, is necessary. In sum, it is in the Government's best interest to request an extension of GS23F0109L/GS-P-04-07-BV-0068 for 60 (sixty) days to expire no later than November 30, 2012.
