- SPRTA1-13-R-0050 1.Estimated solicitation issue date 23 Nov 2012 and estimated closing/response date 24 December 2012. 2.RFP #: SPRTA1-13-R-0050 3.PR#: FD2030-12-71508, this is an FMS buy 4.Nomenclature/Noun: Case, Turbine, Aircra 5.NSN: 2840-01-215-3554 OK 6.PN: 6009T73G04 7.Application (Engine or Aircraft): J85 Aircraft Engine 8.AMC: 1C 9.History: 13 each from GE in 19 Apr 1993. 10.Description: This J-85 part houses the stage 2 turbine nozzle which directs hot exhaust gases generated during engine operation into the Turbine area to generate thrust. 11.Material: AMS5671 Nickel Alloy, Corrosion and Heat Resistant 12.Dimensions: L 5.5", W 17.5", H 17.5", Wgt 15 lbs. 13.Qualified Sources: Orenda Aerospace (Cage Code 35013) and General Electric Company (Cage Code 99207). 14.Qualification requirements are applicable. 15.NAICS 336412 L/I 0001: (New Manufacture) Required Quantity: 10 each Required Delivery: 10 each on or before 28 Feb 2014. L/I 0002: (New/Unused Gov't or Commercial Surplus **) Required Quantity: 10 each Required Delivery: 10 each on or before 28 Feb 2014. **Surplus proposals must be able to provide the entire required qty in order to be considered. ALL surplus requirements must be met in order for surplus to be considered for award. The solicitation will identify the specific surplus requirements. Authority: 10 U.S.C. 2304(c)(1), Justification: supplies required are available from only one or a limited number of responsible sources(s) and no other type of supplies or services will satisfy agency requirements. As implemented by 6.302-1(a)(2), this requirement is only available from a limited number of responsible sources and full and open competition need not be provided for. The only known sources currently meeting the standards set forth for qualification are Orenda Aerospace (Cage Code 35013) and General Electric Company (Cage Code 99207). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. One or more of these items under this acquisition is subject to the Free Trade Agreements. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR 52.209-1. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICATION. Potential sources are not to utilize intellectual property developed by the Original Equipment Manufacturer (OEM) or any third party. Note: While price will be a significant factor in the evaluation of offers, the final contract award may be based on a combination of price, technical capability, and past performances detailed in the solicitation. Based on market research, the Government is not using the policies contained in Part 12, acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
