Community Policing Advisor (INL seeks to hire two PSCs under this solicitation) Guatemala City, Guatemala Issuance Date: 10/10/2012 Closing Date: 11/23/2012 SOLICITATION NUMBER: PSC-12-074-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: Community Policing Advisor 6. MARKET VALUE: $80,728 - $118,552 (FS-02 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Guatemala City, Guatemala 8. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Department of State's Bureau for International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the Department of State. INL's Office of Western Hemisphere Programs (INL/WHP) is responsible for justice and anti-narcotics programs in Latin America and the Caribbean. INL/WHP provides policy guidance and develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to international development. INL/WHP currently has corrections programs in Mexico, Central America, and other Latin American countries. The Narcotics Affairs Section (NAS) Guatemala Community Police Program is designed to demonstrate the effectiveness, within a limited geographic area, of modern methods of policing that rely on community input to combat crime. The program is community driven and utilizes citizen complaints, crime incident reporting to determine where best to direct patrolling, and investigations. Through the collection of credible statistical information, the program assists with developing strategic plans to best direct the efforts of the local police to combat crime. NAS Guatemala established two successful model precinct initiatives in the municipalities of Villa Nueva and Mixco, and is in the process of standing up a third program in Cobán, Alta Verapaz state. Relationship: The Community Policing Advisors will receive general guidance from and report to the NAS Senior Police Program Advisor. Duties and Responsibilities 1. Coordinating activities with the Senior Program Advisor, the other Community Policing Advisor at post, and the Regional Police Advisor. 2. Overseeing implementation of community policing programs in the target communities of Villa Nueva, Mixco, and/or Cobán. 3. Advising the Guatemalan National Civil Police (CNP) on the development of community policing programs that help engender trust in the police and reduce crime and homicides rates in targeted communities. 4. Coordinating with U.S. government agencies operating in Guatemala, the Guatemalan Police Reform Commission, and appropriate Guatemalan government stakeholders. 5. Tracking long-range planning of community police program activities, including assessment, training, certification and implementation. Major Position Elements 1. Work closely and coordinate activities with the other Community Policing Advisor at post. 2. Establish collaborative partnerships in the target communities between the Guatemalan government and the individuals and organizations they serve to develop solutions to problems and increase trust in police. 3. Assist the Guatemalan government to develop best practices to oversee, coordinate, and administer educational and development opportunities for various community organizations and schools. 4. Build the capacity of local law enforcement entities in order to promote citizen safety, improve law enforcement, and rule of law interests. Assist the Guatemalan government to implement, oversee, and coordinate best practices for achieving the goal of crime reduction at the precinct or higher level; 5. Assist in the preparation of procurement documentation for technical services, training, and commodities as well as monitoring procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of procured items; 6. Attend meetings with U.S. and host-government officials as requested, including the regional working group meetings. Assist U.S. Embassy officials in developing citizen safety, law enforcement, rule of law, and prevention strategies and programs; 7. Coordinate closely with U.S. government federal law enforcement agencies, the Police Reform Commission, U.S. military representatives in Guatemala, and USAID; 8. Evaluate and advise the U.S. Embassy on the performance of GOG agencies operating in conjunction with NAS/INL assets and resources regarding the preventive policing to evaluate and recommend the need for training; and, 9. Reside in Guatemala City, Guatemala, traveling extensively (50% of the time) to areas such as Cobán, Alta Verapaz state to assist in the development of a community-policing program there. Conduct field surveys, evaluations, and special studies, as directed. Minimum Qualifications 1. U.S. Citizen, able to obtain and maintain a Department of State Secret security and medical clearance. 2. Bachelor's degree from an accredited institution in a related field and graduate of a certified, state or federal law enforcement training academy. 3. Demonstrated eight years of law enforcement experience, two years of which must have been in community policing program management positions at deputy or assistant chief grade or higher. 4. Demonstrated four years experience in management roles, including strategic planning, resource management, budgeting, oversight, and evaluation of community policing operations. 5. Demonstrated experience working in an overseas environment identifying prevention techniques. 6. Superior interpersonal and liaison skills in a multi-agency and multi-jurisdictional environment. Strong verbal and written skills, with ability to present and defend complex analyses and proposals concisely. 7. Superior English and Spanish (FSI level 3/3) oral and written communications skills. 8. Proficient in Microsoft Office Suite. Preferred Qualifications o Demonstrated experience working with prevention and community policing programs. Extensive experience training and instructing foreign law enforcement personnel. o Significant experience in developing and managing programs that target crime-specific activities and at risk populations. o Experience conducting inspections of law enforcement-related programs and procedures. Evaluation Criteria Factor 1: Development/Planning: (30 points) Demonstrated relevant experience in developing, planning and operating community policing programs and ability to coordinate with civil leaders, local community officials, and members of the donor community. Factor 2: Management: (30 points) Knowledge of community policing management, concepts, budgeting practices, and principles in order to develop recommendations for effective program implementation Factor 4: Operations: (20 points) Ability to provide operational guidance to all components of a community-policing program. To include demonstrated ability to liaise with relevant USG agencies, domestic law enforcement and corrections agencies, and the international community for the purpose of sharing information and developing complementary policies and programs. Factor 5: Past Performance: (20 points) Past performance of applicant's ability to perform duties. Prior to contract award, all offerors or quoters must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors", or otherwise objectively performing their contractual duties upon contract award.
