Description

Contractor required to provide all labor, materials, tools and equipment to complete Project 568-13-201 Irrigation System Replacement at the VA Black Hills Health Care System, Hot Springs, SD. Contractor shall complete a full replacement of existing irrigation sprinkler system minus newly installed zones as shown on the drawings. The new sprinkler system shall use Rainbird ® components and programmable via a new main control panel. The main controller shall be tied into a weather station installed as part of this project. Demolition will consist of, but is not limited to: Removal and disposal of existing sprinkler heads, valve boxes, limited piping and wiring. New construction shall consist of, but is not limited to: Earth moving, excavating, backfill and compaction, grading for the installation of new sprinkler system, valve installation, wiring, control panel, weather station, rock mulch and piping. Actual construction will not commence until Spring, 2013 season which will be approximately late April 2013. Contract duration will be 120 calendar days. Construction estimate is between $250,000 and $500,000. Award of this project shall be in accordance with Public Law (PL) 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006. This procurement is set aside 100% for Service Disabled Veteran Owned Small Businesses (SDVOSB). All SDVOSBs shall be registered in the System for Award Management (SAM) at www.sam.gov as well as certified in the VetBiz Vendor Information Pages (VIP) database; www.VetBiz.gov, prior to submitting a proposal. Technical and Cost proposals will be accepted from responsible and responsive contractors only. This project is subject to the Davis-Bacon Act. Applicable NAICS code is 238220 Plumbing, Heating, and Air-Conditioning Contactors with a small business size of $14.0m. Solicitation documents will be made available in electronic format only on the FederalBusinessOpportunities (FBO) website: http://www.fedbizopps.gov. No hard copies of the solicitation will be issued. Solicitation packages will be available approximately November 20, 2012. Date for receipt of proposals is December 20, 2012 by close of business 4:00pm MST. Proposals shall be submitted to the attention of the Contracting Officer, Joann Walker, VA Black Hills Health Care System, 500 North 5th Street, Hot Springs, SD 57747.
