Description
The US Environmental Protection Agency (EPA), National Vehicle and Fuel Emissions Laboratory (NVFEL), intends to negotiate on a Sole Source basis, under the authority of FAR 6-302-1 with Horiba Instruments, Inc. for replacement of an existing MEXA Analytical System for Vehicle Test Site 5. The existing Horiba Instruments MEXA Analytical System in Vehicle Test Site 5 is based around an existing Horiba Instruments test control and data acquisition system (test cell host computer). The Horiba Instruments CDTCS 500 test cell computer system performs many complex functions. Among these functions is communication, control, and data acquisition of the existing Horiba Instruments MEXA Analytical system. The test cell host computer utilizes a specialized unique set of drivers and command structure by the Horiba Instruments proprietary host communication protocol, MEXA-LAN. In order for another vendor to compete for this solicitation, it would have to provide an Analytical System that responds to the same, extensive, set of computer commands that the Horiba Instrument MEXA system responds to. Since this set of commands is part of the proprietary Horiba MEXA-LAN network protocol and the protocol is associated with Horiba proprietary software imbedded in Horiba MEXA s ystem, EPA does not believe another vendor would be capable of performing this requirement without a significant duplication of cost to the Government. This notice is not a request for competitive proposals. However, any firm believing itself capable of meeting EPA's requirements may submit technical documentation to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact below within 15 calendar days of posting of this notice. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
