Site Visit Vendor Questions and Government Answers Site Visit Sign-in Sheets Revised Appendix D Attachment VI - Teaming Arrangements Attachment V - Past Performance Form Attachment IV - Past Performance Survey Attachment III- Offer Submission Package Attachment II - Wage Determinations Attachment I - Performance Work Statement Final Solicitation Defense Logistics Agency - Energy anticipates issuing an RFP within the next 60 to 90 days for Government-Owned, Contractor-Operated (GOCO) services for operation and maintenance of aviation and ground fuel bulk storage on the following Air Force (AF) installations: JB McGuire AFB, NJ; Dover AFB, DE; Langley AFB, VA; Seymour Johnson AFB, NC; JB Pope AAF, NC; and Shaw AFB, SC. DLA-Energy will award separate contracts for each installation mentioned. Services include providing all technical support, personnel, supervision, equipment, tools, materials and other items and services as required on behalf of DLA-Energy in support of the Department of Air Force fuel storage facilities. The Contractor's responsibility under the resulting contract will be to operate and maintain bulk storage facility to ensure safe and accurate receipt, storage, transfer, and issue of petroleum products under their control. The contractor will not be required to perform alongside aircraft refueling, truck deliveries, handling cryogenics, operating automated service stations, or other unrelated tasks not specified in the Performance Work Statement. Lowest Price Technically Acceptable Source Selection Procedures will be used to evaluate offers. The expected period of performance is August 1, 2013 through July 31, 2018 (5 years). A pre-proposal conference was conducted by DLA Energy on 1 October 2012 while site-visits at each location were conducted by DLA Energy 1-5 October 2012 under draft solicitation SP0600-12-R-0521. This acquisition will be 100% restricted to Service Disabled Veteran-Owned Small Business (SDVOSB) participation. The NAICS Code is 493190. A final solicitation and attachments for SP0600-13-R-0500 is issued.
