Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. This notice is being published by the National Institute of Environmental Health Sciences (NIEHS) in accordance with Federal Acquisition Regulation (FAR) Parts 5.201 and 5.204 requiring notice of a proposed contract action. This is a notice of intent to extend the services provided by Martin Edwards and Associates, Inc. (MEA) for a period not-to-exceed nine (9) months through September 30, 2013. This is NOT a request for competitive proposals. The statutory authority for this sole source action is 41 U.S.C. 253(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Inherent duplication of cost to the Government and delays in service make competition not feasible for the extension. Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. The National Institute of Environmental Health Sciences (NIEHS), intends to issue a sole-source, firm fixed price contract for services. This extension will provide the NIEHS with continued access to armed security protection and patrol services. An extension of will facilitate the continuation of such services until the new statement of work including Acquisition Alternative considerations are finalized and a new contract awarded. The National Institute of Environmental Health Sciences (NIEHS) is one of the 27 institutes compromising the National Institutes of Health (NIH). The NIEHS conducts in-house research and supports, through grants and contracts, basic and applied biomedical research on the effect of various environmental agents on human health. Currently, NIEHS programs occupy offices and a warehouse at several sites in the Research Triangle Park area. The NIEHS Campus consists of 375 acres of land, nine buildings, roadways, parking areas, and an underground utilities system. Independently, and not as an agent of the Government, the Contractor shall furnish all labor, uniforms, training, equipment supplies and supervision to satisfactorily perform armed security and patrol services at the National Institute of Environmental Health Sciences (NIEHS). Interested parties may identify their interest and capability to respond to the requirement. The Government shall consider all responses received within five days of this posting. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Written responses to this synopsis shall contain sufficient documentation to establish their capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice. Please email, with the solicitation number in the subject line, James E. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
