Description
RFQ Clause Matrix BPA The Drug Enforcement Administration (DEA) Special Testing and Research Laboratory (SFL) has a requirement for compressed gases for instrument operation. SFL requires rental and demurrage of gas cylinders and dewars. Tank rental pickup and drop-off will be required with delivery typically occurring every week including weekend or emergency deliveries. Standard delivery is required within 2 business days and shall not exceed 5 business days except in cases of liquid helium. Pickups and drop-offs will be delivered to SFL at 22624 Dulles Summit Court, Dulles, VA 20166-9509 unless otherwise indicated. Point of Contact for deliveries is Anaid Lopez-Rivera at 703-668-3390. The applicable North American Industry Classification System (NAICS) is 325120, Industrial Gas Manufacturing. The Small Business Size Standard is 1,000 employees. This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Subpart 13.303, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-60. Solicitation number D-12-HQ-Q-0093 is being issued as a request for quotation (RFQ). For a description of the supply items see attached solicitation package and supporting documentation. The Government intends to issue a single Blanket Purchase Agreement (BPA) in accordance with FAR Subpart 13.303, Blanket Purchase Agreements (BPAs). Please include a completed copy of Federal Acquisition Regulation (FAR) provision 52.212-3, Offeror Representations and Certifications—Commercial Items with your offer. FAR provision 52.212-1 (Instructions to Offeror—Commercial), FAR clause 52.212-4 (Contract Terms and Conditions—Commercial Items) and 52.212-5 (Contract Terms and Conditions Required to Implement Statutes or Executive Orders—Commercial Items) apply to this acquisition. See attached matrix for all other applicable provisions and clauses. Prospective Offerors should propose on all or none of the solicited items. All sources who submit a timely and complete proposal will be considered. Incomplete submissions will not be considered for award. Award will be based on lowest price, technically acceptable. Questions are due on Tuesday, November 13, 2012 at 9 a.m. Eastern. The deadline for proposal submissions is Wednesday, November 14, 2012 at 1 p.m. Eastern. Late submissions will not be accepted.
