THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE EUROPE DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. Synopsis: Purpose of Notice: This purpose of this notice is to gain knowledge of potential qualified business concerns, both U. S. and Foreign, capable of assisting Europe District in daily administration of the Job Order Contracting (JOC) program. The following tasks shall be performed on a regular basis as required: a. Review regulations and policy that affects JOC and write the standard operating procedures (JOC Manual) for the administration and execution of JOC in Europe. Coordinate the revisions with all appropriate District staff and Installation Management Command - Europe (IMCOM-E). Distribute to all Directors of Public Works and District staff for implementation and compliance. b. Provide advice as subject matter expert to District staff and DPWs on matters regarding JOC. c. Prepare briefing materials and training materials for JOC presentations for other organizations. d. Support reviews and audits of the JOC program by agencies as directed by management. e. Verify and make recommendations as necessary to ensure that all Directors Public Works have implemented the internal controls standard operating procedures as required by AFARS, part 17. f. Prepare, in coordination with district staff, detailed annual budget delineating the various costs projected for future year and milestones for completion of each task to obtain the central funding for the program. Budget is prepared and submitted to IMCOM-E at least four months prior to the commencement of the fiscal year. g. Prepare and conduct JOC Managers Workshop. Participants are the Directors of Public Works, IMCOM-E, COR's, Ordering Officers and other key managerial staff from DPW's and Europe District. Identify the issues faced by the DPWs in advance and offers solutions to the issues. Facilitate the event to come to resolution of issues presented. Workshop shall be advertised well in advance to enable maximum participation. h. Coordinate the EuroJOC estimating software training with the DPWs and in-house staff. Arrange for training site. Advertise training course and collect and confirm student applications. Identify those DPW's who may need an on-site EuroJOC training. Generally, two EuroJOC training will be conducted in a 12 month period. Qualifications: The Contractor representative must have at least a bachelor's degree and a minimum of 4 years experience with United States contracting and specifically Job Order Contracting. Contractor must hold a valid passport. DBA Insurance. DBA coverage is required for work performed on this project by any citizen or legal residents of the United States of America, as well as employees recruited in the United States, regardless of their citizenship status. All other employees shall be covered by applicable local laws in accordance with the contract, including 252.222-7002 Compliance with Local Labor Laws (Overseas) (Jun 1997). Period of Performance: One year Estimated Dollar Ranges: Less than $100,000.00 Interested sources must submit their response in writing no later than close of business November 13, 2012. Responses must not exceed 10 pages and must demonstrate capabilities in each of the above listed items a - h and must meet the minimum qualification outlined in this announcement. Responses must also include the company name, address, telephone number, DUNS, NCAGE/CAGE and TIN. Disclaimer: this synopsis is for Market Research purposes only and IS NOT A REQUEST FOR PROPOSAL (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice. Set Asides and Codes: As the work will be performed outside of the Continental United States, no set asides or Socio economic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS} under code NAICS 611430.
