- Background. The Department of Health and Human Services National Institutes of Health (NIH), Office of Acquisition and Logistics Management (OALM), Office of Logistics and Acquisition Operations (OLAO) is seeking qualified small business concerns, 8(a) small businesses, Woman-owned, small disadvantaged businesses, HUB Zone small businesses and Service-disabled Veteran small business concerns with the capabilities to fulfill this requirement. The intended procurement will be classified under North American Industry Classification Code (NIAICS) code Subsector 562 - Waste Management and Remediation Services - 562111 Solid Waste Collection with an average annual receipt of $12.5 million. The National Institutes of Health (NIH) is the world’s largest biomedical research facility. Direct research and support activities are performed by approximately 18,000 employees working at the 340 acre main campus located in Bethesda, MD, the 513 acre NIH Animal Center (NIHAC) in Poolesville, MD. The operations on the NIH main campus include approximately forty buildings, 3,000 research laboratories, and a research hospital. The NIH is seeking an on-site Contractor operated service to manage all of the solid waste, recycling and medical wastes produced on the NIH campus, NIH Animal Center and several leased facilities. Major required services include the collection, processing, consolidation and transportation of solid waste, recyclable materials and medical wastes. There is significant electronic data tracking required for all of the waste management activities. The contractor must also provide equipment on both the main NIH campus and the NIH Animal Center for the consolidation and transportation of solid waste and recycling. THIS IS NOT A REQUEST FOR PROPOSAL OR COST PROPOSAL This acquisition is being solicited using full and open competition. The levels of required resources, experience and expertise are listed and described below: Direct experience, or directly responsible through a subcontractor, in managing a site that generates the volumes (5,000 tons) generated annually of solid waste and has a similar number of buildings (approximately 40 on the NIH campus) to be serviced. This work requires a high level of staff expertise and coordination. Contractor must also have direct experience in providing equipment and meeting schedules for large projects. Direct experience, or directly responsible through a subcontractor, in managing a Medical Waste (MPW) program that generates the volumes of (1,096.7 tons) generated annually and has the scale of the numerous pickup sites that the NIH main campus, NIH Animal Center and the leased facilities comprise. This work also requires a high level of staff expertise including but not limited to: understanding the regulations governing Medical and Pathological waste for the state of Maryland as well as all Federal Regulations, knowledge of applicable DOT regulations and training and safety practices used in the handling of MPW. Direct experience, or directly responsible through a subcontractor, in collecting, receiving, consolidating and shipping of recycling commodities of a similar volume (3,564.95 tons) generated annually by the NIH main campus and NIH Animal Facility. This level of service requires extensive resources including but not limited to: an extensive trucking that can efficiently deliver NIH recyclables to designated facilities; available staff with a high level of expertise in recycling and an understanding of what materials can be recycled. Direct experience, or directly responsible through a subcontractor, in collecting, receiving and shipping Construction Debris. The NIH has a substantial construction debris program generating (5,993.72 tons) of debris from projects annually. Approximately 1,200 shipments of construction debris are required annually. This level of service requires extensive resources including but not limited to: an extensive trucking and routing system that can efficiently deliver NIH construction debris to designated disposal facilities; available staff with a high level of expertise in construction debris. Direct experience, or directly responsible through a subcontractor, of performing on-site electronic tracking of the types and quantities of waste management activities described above. Interested parties responding to this market survey must provide a capability statement demonstrating their experience, expertise and available resources to perform the various tasks of this requirement. The capability statement and any other information furnished must be in writing and must contain material in sufficient detail to allow NIH to determine of the interested party can meet all the requirements. Information submitted is to be pertinent and specific to the technical requirements identified above and demonstrate your firms ability to provide all personnel and resources necessary to provide all of the services identified. Interested parties capability statements shall include: 1. Business name, address, email address, website address, telephone number, and name of contact. 2. Business size and type of business. 3. At least 3 past performance references relevant to this requirement, which include contract number, dollar value, name of contract and telephone number.
