- The U.S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for the construction of a Design-Bid-Build Project that includes construction of three BCOFs that are each three stories and 64,700 square feet in size. All buildings are located at Fort Leonard Wood, Missouri on the same parcel of land. The Project includes all procurement, installation, plant, labor, equipment, materials, and transportation and performing all required work to construct the BCOFs. The project is the second phase of two phases and all major grading has been accomplished under the previous phase. Some grading and building pad preparation will be required, as well as final landscaping, troop walkways, and other necessary site improvements. Additionally, the contractor will be required to perform enhanced commissioning of the project and meet a minimum of a Leadership in Energy and Environmental Design (LEED) rating. Each BCOF includes sleeping bays, lavatory rooms that accommodate 10-12 personnel at a time, command offices, training rooms, luggage storage, company supply storage room, company staging room, multipurpose room, scrub room, laundry rooms, vault, and utility rooms (electrical, mechanical, and communications). The exterior scope includes pavement that abuts an existing running track, troop walkways, exterior lighting, trash enclosures, and landscaping. On one BCOF, there is a physical training pit with pull-up bars and rubber chips located outside the building. This acquisition is an Unrestricted competition and will be issued as a Request for Proposals (RFP) which will result in the award of a single firm fixed price (FFP) construction contract. The government will accept proposal from all offerors that qualify under NAICS code 236220. This announcement serves as the advance notice for this project. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is between $25,000,000 and $100,000,000. A Bid bond will be required with your proposal in the amount of 20% of the offeror proposed price or $3,000,000.00 whichever is less. Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. Proposals received in response to the solicitation will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value. The solicitation will include a detailed list of Evaluation Factors, including any Subfactors or Elements, and will provide instructions for Proposal Requirements and the Basis for Award. The solicitation will be available on or about 21 Nov 2012.
