- Description
- The U.S. Army Product Manager- Soldier Clothing and Individual Equipment (PM-SCIE) seeks an improvement over the current Army tactical drop-leg configuration holster system for the Army M9 specification Beretta 92F / 92FS pistol. The improvements sought are increased configuration modularity in addition to a drop-leg configuration, with a holster system capable of being quickly transferred and also worn on the hip, on Modular Lightweight Load Carrying Equipment (MOLLE) load carriage equipment such as rucksacks and the Tactical Assault Panel (TAP), worn under the arm with a shoulder harness, and on individual body armor such as the Improved Outer Tactical Vest (IOTV) or the Soldier Plate Carrier System (SPCS). The MTH must be compatible with the Army's combat belt commonly called the "Rigger's" belt. This RFI will be used to determine if alternate solutions are currently available and the impact such a holster might have on future procurement efforts without creating an additional logistical requirement. The RFI requests capability statements from companies for the purpose of identifying potential sources that have designs they believe will assist the Army in identifying and evaluating a tactical holster in a drop-leg configuration and with the modularity as described above. This is a Request for Information (RFI) only. This RFI is being issued in preparation for an anticipated Request for Proposal (RFP) for an improved modular tactical holster system in a drop-leg configuration and with the modularity as described above. Due to the time constraints, respondents must have a mature design in order to be considered as a potential source for this effort. The required characteristics of this Modular Tactical Holster system: 1. Required Characteristics a. The MTH system can be configured by the Operator to be worn on thigh and allow the pistol grip to be at or near arms length and without interfering with other tactical equipment. b. The MTH system can be quickly interchangeable/reconfigurable among multiple carrying positions that include the thigh, hip, under the arm shoulder harness, individual body armor (IBA), and on individual load carrying equipment. These interchanges must be accomplished by the Operator without special tools. The attachment/interfacing hardware items must be system components and available in sufficient quantity so that the attachment/interfacing hardware may be pre-positioned (Operator preference) and does not have to be moved from one carrying/configuration location to another when detaching and reattaching the holster. An operational example of reconfiguration may involve an Operator transitioning from dismounted/foot mobility wearing the holster in the thigh position, to mounted/riding in a vehicle with the holster rigged to his IOTV for rapid pistol access from a chest-carry position. Notes: The current individual load carriage equipment used by the US Army is the Modular Lightweight Load-Carrying Equipment (MOLLE) system. The Gerber® multi-tool in the Army's Improved Weapon Cleaning Kit is a commonly available tool. The Army combat (Rigger's) belt is heavy, black nylon. 1.75" wide, NSN: 8415-01-480-0465. c. The MTH system must allow access to the pistol when seated, kneeling or standing. d. The MTH system must fit the Army M9 specification Beretta 92F / 92FS pistol (without Integrated Laser White Light Pointer (ILWLP)). e. The MTH system will incorporate means to safely secure pistol into the holster to help prevent accidental discharges and loss of control of the pistol through external contacts to the weapon. f. The MTH system external color (s) shall be non-black, non-reflective, and compatible with the current Universal Camouflage Pattern (UCP), OCP (MultiCam), and all Army organizational clothing and individual equipment (OCIE) camouflage patterns and without visible logos and/or distinctive commercial markings when rigged and/or worn by the Operator. g. The MTH system shall be operable with standard combat gloves, Chemical, Biological, Radiological and Nuclear (CBRN) protective equipment and cold weather glove inserts and gear. h. The MTH system will be made of materials that are corrosion and fungus resistant, are nonabrasive to the weapon and resistant to retaining moisture. i. The MTH system shall not be adversely affected by exposure to military standard weapons lubricants, solvents and insect repellants. j. The MTH system will be supplied with Operator Care and Use instructions. k. Operator maintenance and services for the MTH system will consist of no more than visual checks, routine cleaning and minor repairs. l. The MTH system shall have an operational life of no less than 1 year in a combat/field environment. m. The MTH system shall have a shelf life of no less than 3 years n. The MTH system must be useable in climatic conditions types hot, basic and cold in accordance with Army Regulation 70-38. o. The MTH system shall be available in both right-handed and left-handed configurations or in an ambidextrous common model for either a right-handed or left-handed user. For ambidextrous models, the transitioning between right-handed and left-handed configurations must be accomplished quickly and without special tools. p. Total weight of the MTH system to include all attachment/interfacing hardware shall be no greater than 4 pounds. Attachment/interfacing hardware shall be sufficient for 5 reconfigurations (drop-leg; hip; MOLLE load carriage equipment; under the arm with a shoulder harness; and individual body armor such as the IOTV or the SPCS). q. The MTH system must be fully compliant with the Berry Amendment and the Buy American Act. The findings from this Market Research effort may impact any future solicitations related to this requirement. This Market Research is not a solicitation as defined by FAR 2.101, and the Government is not requesting offers or proposals at this time. Any responses to this RFI Request for Information received by the Government will not be accepted to form a binding contract. This is a Request for Information and does not constitute a solicitation or request for proposal. This is a market survey for planning purposes and no award will be made as a result of this sources sought notice. If a solicitation is issued, the Government does not guarantee that it will be issued to RFI respondents. The Government is also requesting that restrictive or proprietary markings not be used in response to the RFI. The Capability Statements, including attachments, are limited to ten (10) pages. Any Capability Statements, including attachments, that are not submitted in MS Word and/or MS EXCEL or PDF format will be rejected and considered nonresponsive. Capability Statements should include: a minimum and maximum delivery schedule, Quality Management System (QMS), business size (i.e. small/large/HUB Zone), CAGE Code and DUNS number, current contract/task order numbers, contract information and any information that can be used to determine contractor capability for providing similar products, the ability to modify existing products and/or develop new products that could meet the requirements described herein.
