- This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse, Office of Acquisitions, Station Support/Simplified Acquisition, on behalf of the National Institute of Neurological Disorders and Stroke (NINDS), intends to negotiate and award a purchase order on a noncompetitive basis to Rees Scientific USA, 1007 Whitehead Road Ext., Trenton, NJ, 08638, for a service agreement for the existing Rees Centron SQL monitoring system (Version 2.0, Build 1014; s/n CEN02603). The period of performance is a base year with up to four one-year option periods. The National Institute of Neurological Disorders and Stroke (NINDS) has a requirement for a service agreement for the Government-owned Rees Centron SQL monitoring system (Version 2.0, Build 1014; s/n CEN02603) manufactured by Rees Scientific USA. NINDS continues to require this service agreement so that the existing monitoring system is properly maintained and calibrated for continued usage. The monitoring system functions with the scientific equipment freezer alarm system in Building 10 at the National Institutes of Health in Bethesda, Maryland. The monitoring system protects the research specimens stored in the scientific freezers by alerting researchers in the event of freezer equipment malfunction or failure. The service agreement for the Rees Centron SQL monitoring system includes the following: 1.Annual On-Site IQ/OQ Validation 2.Current Software Validation Manual 3.Software Updates to current version 4.Calibration of all temperature and humidity sensor with NIST traceable device 5.On-site training at the time of validation 6.24/7/365 telephone technical support 7.On-site services that includes new parts and labor Rees Scientific USA, is the manufacturer of the Rees Centron SQL monitoring system. Due to warranty constraints, Rees Scientific USA technicians are the only authorized individuals permitted to conduct service on their own equipment. This acquisition is being conducted using policies unique to the acquisition of commercial items prescribed in FAR Part 12, in conjunction with the policies and procedures for solicitation, evaluation, and award prescribed in Part 13, Simplified Acquisition Procedures, and is exempt from the competition requirements of Part 6. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Comments to this announcement, referencing this synopsis number, may be submitted to the NIDA SS/SA Branch, prior to the closing date specified in this announcement, electronically to the attention of John Flannery, at flanneryje@mail.nih.gov.
