- Past Performance Questionnaire Pricing Template Performance Work Statement Combined Synopsis/Solicitation Synopsis: This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the procedures in Federal Acquisition Regulation (FAR) Subpart 12.6 and is being utilized in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15, Contracting by Negotiation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This CSS is issued as a Request for Proposal (RFP). This solicitation is not a small business set aside. The NAICS code applicable to this procurement is 561210 with a small business size standard of $35.5 Million. This solicitation document incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-61. The FAR requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the Central Contractor Registration (CCR) Database. These annual representations and certifications are submitted via the Online Representations and Certifications Application (ORCA), a part of the Business Process Network (BPN) at http://orca.bpn.gov. Requirement: Provide all services required for Department of Defense (DOD) Counter Narcoterrorism Technology Program Office (CNTPO) to maintain a basic, operational support cell (called CNTPO-Forward) in Kabul, Afghanistan. There will be two (2) full-time permanent personnel in the CNTPO-Forward support cell requiring support under this order. There may be an additional two (2) full-time permanent personnel for a total of four (4) personnel in the CNTPO-Forward support cell requiring support under this order. There will be a variable number of personnel visiting the CNTPO-Forward support cell for variable lengths of time requiring support under this order. The CNTPO-Forward requires the service requirements presented below including static (will not likely change) and variable requirements in terms of the number of personnel, vehicles, etc, that will be needed for any given duration. The number of each requirement will vary month to month and will not always be required at all times; the requirements shall be made available at any time upon request of the Government. All services identified herein, except for vehicle maintenance shall be within the proposed compound or facility. The contractor shall specifically identify the proposed compound and location in their proposal. These services shall be provided, as specified in the PWS, regardless of the actual number of personnel deployed, to include: 1. Living Quarters 2. MWR Amenities 3. Housekeeping and maintenance services 4. Dining 5. Vehicle storage 6. Vehicle maintenance service 7. Vehicle fueling service 8. Security 9. Driving and translation service 10. Procurement of minor equipment, office supplies and ancillary services 11. Optional requirements may include an Armory for securing weapons, provision of an armored vehicle, additional driver/translator/interpreter services, additional fueling service and additional temporary lodging potentially on short notice and meeting facilities.
