Description
The General Services Administration will no longer procure the CM Services for solicitation number GS11P12MKC0075 on FedBizOps. An existing GSA Contract Vehicle will be used to procure and award the CM Services for the Sidney Yates project. The General Services Administration (GSA), working with the administrative offices of the U.S.D.A. Forest Service, intends to issue a Request for Proposals (RFP) for a negotiated Construction Management (CM) professional services contract for the Sidney Yates Consolidation Project in accordance with GSA's quality standards and requirements. The Sidney Yates Building (DC0501ZZ) is located at the corner of 14th and Independence Ave SW. The scope of the contract includes design phase management services, procurement phase services, contract administration services and construction phase services including scheduling, inspections, closeout services, claims services (if needed), and other miscellaneous services. This project involves completion of design documents and implements improvements for the 5 story building with basement pursuant to the approved (by Forest Service) concept plans and program of requirements. The Design Build Contractor will complete a set of architectural, mechanical, electrical, HVAC and sprinkler modification construction documents for the project. Upon approval of the construction documents the contactor shall furnish and install all mechanical, electrical, HVAC, and fire protection systems, as required. The contractor shall execute the removal and legal disposal of furniture and carpeting (in accordance with the GSA property disposition requirements); perform indicated demolition and disposal; and perform minor alterations pursuant to the construction document. The coordination with the Forest Service contracted forces and procurements (i.e. IT, Painting, Furniture and Furnishing) is an additional scope of services that may be required as an option to the contract. The estimated construction cost range for this project is $9 million to $12 million. The construction completion is expected to occur in the last quarter of calendar year 2013. One CM, firm-fixed-price contract, covering the duration of this project will be awarded. The selection process will utilize source selection procedures in accordance with FAR Part 15.3. This negotiated solicitation will be set aside to small business professional firms only. Small business professional firms include, but are not limited to: veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and woman-owned small business. Consideration is open to established, qualified firms licensed to perform professional services (FAR 22.1102) which currently have active, properly staffed offices within the continental United States. The RFP will be issued electronically on or about October 16, 2012, on the internet at http://www.fbo.gov. All qualified responsible small businesses are encouraged to participate in this procurement. The Government will evaluate all responses in accordance with the criteria established in the RFP. All offers must be submitted by the date established in the RFP. The Government will select the offer that reflects the best value to the Government. The Government reserves the right to make an award based upon the evaluation of the RFP submissions without discussions. All work will be performed in accordance with GSA authorized and approved standards.
