- MARKET SURVEY/REQUEST FOR INFORMATION The Federal Aviation Administration (FAA) is conducting a Market Survey/ Request for Information to improve the Government's understanding of the current marketplace and to identify qualified and capable sources. This announcement is not a Screening Information Request (SIR) or a Request for Proposal (RFP) of any kind. Interested sources must respond with information to confirm evidence of their qualifications and capabilities to meet the requirements as outlined in the DRAFT Performance Work Statement (PWS). The FAA intends to review all submittals to establish the acquisition strategy. Responses to this market survey will be used to determine the capabilities and availabilities of interested sources in the market and will be used to determine if there is adequate competition to set the requirement aside for Socially and Economically Disadvantaged Businesses (SEDB) or Small Business, or open it up to full and open competition. This market survey is being conducted in accordance with FAA Acquisition Management System (AMS) section 3.2.1.2.1. Requirement: The Federal Aviation Administration (FAA), Academy (AMA), is seeking interested sources that are capable of providing three aircraft for long term lease to be utilized by FAA Inspectors/ Pilots for training requirements. The leased aircraft must be based at either Will Rodgers World Airport (KOKC) or Wiley Post Airport (KPWA) and have continued maintenance and all required inspections as required. The required aircraft are as follows: -One (1) Beechcraft Baron G58 GFC 700 Autopilot System or later model -Two (2) Cessna C172s G1000 NAVIII CFC AFCS or later models The NAICS code for this requirement is 488119; "Other Airport Operations", with a business size standard of $30M. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting unsolicited proposals. Any proprietary information submitted will be protected if appropriately marked. Vendor participation in any informational sessions is not a promise of future business with the FAA. All interested parties are advised that the FAA will not pay for any information or any administrative costs incurred that are associated with any response received from industry in response to this market survey/RFI. Responses to this Market Survey: Interested vendors must provide evidence of their qualifications and capabilities in their response to the market survey with supporting documentation/information that clearly demonstrates that the vendor can satisfactorily provide the required aircraft, the format of the documentation is at the discretion of the vendor. Attachment A is a business declaration from for descriptive information regarding the business status of the vendor. Attachment B is the DRAFT Performance work Statement. All responses (one response per company) are to be provided on company letterhead and include a brief synopsis (30 pages or less) describing the proposed aircraft/services for planning purposes of the FAA. Vendors should provide documentation that clearly demonstrates the interested vendor is qualified and capable of providing the required aircraft and services. Responses to the requested information in Attachment A must be included with the package as well. Responses must be received no later than 3:00 P.M., Central Time on 23 November, 2012. Market survey responses received after the time and date specified will be determined to be late and may not be considered.
