Description
NASA Glenn Research Center (GRC) plans to issue an Invitation for Bid (IFB), for the construction of a Main Gate Building at NASA Plum Brook Station (PBS), Sandusky, Ohio. THE BASE CONTRACT WORK CONSISTS OF THE FOLLOWING: The construction of approximately a 4,220 square foot building which consists of a 1-story facility containing a lobby, dispatch room, conference room, badging rooms, security equipment storage, locker rooms, a staff break room, supervisors office, rest rooms, weapons storage, locksmith services room, electrical room, communications room and mechanical room. The majority of the building exterior shall be reinforced concrete masonry units with brick veneer. An insulated fiberglass sandwich panel wall system shall be utilized to provide daylight to several areas of the building.Construction includes all structural, HVAC, plumbing, fire protection, power, lighting, life safety and security systems, and telecommunication/data features. This project also includes construction of new concrete access roadways, parking area, physical roadway calming features, and an integrated active vehicle barrier system.The access roadway shall be tied in to the existing Scheid Road between State Route 250 and NASAs Patrol Road. Also included in the scope of work are furnishing and installing civil site development, site features, underground utilities tie-ins, security fencing and features, and final landscaping. Supporting utilities to the site include the following; connections to an existing domestic water main, natural gas, sanitary and storm sewers, a new geothermal well field, high voltage electrical cable through new and existing underground duct banks, and new data and communications duct banks. The following OPTIONS shall be priced separately. Option 1: Vehicle Inspection Structure; The construction of an enclosed paneled structure and a guard booth to facilitate secluded security inspections of vehicles. Option 2: Scheid Road Repaving-the repaving of Scheid Road between State Route 250 and the project site. Option 3: Patrol Road Intersection Repaving-the repaving of the Patrol Road and Columbus Avenue intersection. Option 4: South Guard Booth-the furnishing and installation of a prefabricated guard booth with supporting systems at the inbound traffic lanes of the site. Option 5: Active Vehicle Barrier System-the furnishing and installation of a fully integrated active vehicle barrier system with supporting infrastructure and sensors to assist in identification of potential threats. The options shall be priced separately. This project, as designed, is required to be LEED Silver Certifiable under the USGBC LEED-NC Version 3 Rating System. This includes enhanced commissioning. The estimated value of this work is between $1,000,000.00 and $5,000.000.00.The award of a FIRM FIXED PRICE (FFP) CONTRACT is contemplated. The North American Industry Classification System (NAICS) Code is 238990 (All Other Specialty Trade Contractors) with Small Business Size Standard of $14.0 million in a three-year average annual receipts for determining whether or not a business is small. THIS IS A 100%-SERVICE DISABLED VETERAN OWNED BUSINESS (SDVOB) SET-ASIDE. The firm date for receipt of offers will be stated in the IFB. Drawings and specifications will be available from a local BLUE PRINTER listed in the IFB. The period of performance shall be stated in the IFB. All qualified responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed See NASA Specific Note B. THE SOLICITATION SHALL BE POSTED AS SOON AS AN IFB OPENING DATE IS ESTABLISHED. The solicitation and any documents related to this procurement [with the exception of specifications and drawings] will be available over the INTERNET. These documents will be in Microsoft Word 2007 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. The Internet site, or URL, for the NASA/GRC Business Opportunities page is http://www.fedbizopps.gov/. Prospective bidders shall notify this office of their intent to submit an offer. It is the offer's responsibility to monitor the Internet site for the release of the solicitation and amendments (if any).Potential bidders shall be responsible for downloading their own copy of the solicitation and amendments (if any). Amendments will be available from the FedBizOpps website by download only.
