Description
Request for Information - Fund and Settlement Administration Background The Consumer Financial Protection Act of 2010 (CFPA) authorizes the Consumer Financial Protection Bureau (CFPB or the Bureau) to enforce Federal consumer financial laws. Under this authority, the CFPB litigates cases which result in the award of redress and penalty money to be distributed to harmed consumers. In all cases, the Bureau is responsible for monitoring the distribution of funds to harmed consumers. In some cases, the Bureau will be responsible for the administration and distribution of these funds. The Bureau is interested in contracting with a vendor (or vendors) to manage portions of the distribution process. Statement of Objectives The Consumer Financial Protection Bureau (CFPB) is seeking information from vendors experienced in the following: • Distributing payments to harmed individuals • Tracking and evaluating the effectiveness of payment methods • Locating mailing addresses in a cost effective manner • Maintaining and updating database(s) tracking contact information and payment data • Establishing and/or managing a victim or consumer claims/appeal process • Addressing inquiries and complaints/disputes • Providing recipients and other stakeholders and/or the general public with general and/or specific information about the payment process • Minimizing waste, fraud, and abuse within the distribution process and implementing strong internal controls • Providing payment recipients with the information necessary to accomplish income tax compliance Vendor Response In the coming months, the Bureau contemplates the release of a solicitation requesting quotes or proposals addressing some or all of the Objectives described above. Accordingly, the Bureau is requesting information from industry regarding existing solutions and capabilities that may currently reside within the marketplace. If your firm has the requisite expertise and is interested in this potential requirement, please submit a Capabilities Statement in accordance with the instructions below. Specifically, your Capabilities Statement should address all the following: 1. Vendor's name, address, Dun & Bradstreet (DUNS) number, point of contact, phone number, and e-mail address 2. A description of your firm's expertise to perform the Objectives described above 3. Examples of recent/relevant work done related to the Objectives described above 4. Vendor's small business size status, including whether the vendor is a woman-owned, minority-owned, or Service-Disabled Veteran-Owned Small Business (SDVOSB). The written response to this notice shall be limited to twenty (20) pages, not including any relevant attachments. Interested vendors are asked to respond no later than 4:00 p.m. Eastern Time on November 15, 2012. Responses shall be sent via e-mail to Mr. Nicholas Olson at Nicholas.Olson@cfpb.gov. All information in response to this notice must be sent via e-mail in Adobe Acrobat (.pdf) or Microsoft Word format. Please Note: This Request for Information (RFI) is not a request for proposal or quote, and does not imply an obligation on the part of the Bureau to purchase services or issue a solicitation(s) for such services. Any information provided to the Bureau in response to this RFI will become the property of the Bureau and, in addition, may be subject disclosure under a Freedom of Information Act (FOIA) request.
