Description
Notice of Intent to Sole Source The US Environmental Protection Agency (EPA), National Vehicle and Fuel Emissions Laboratory (NVFEL), intends to negotiate on a Sole Source basis, under the authority of FAR 6-302-1 with Horiba Instruments, Inc. for the purposes of upgrades to their Constant Volume Sampling (CVS) and Bag Sampling Unit (BSU). The current CVS/BSU in Heavy Duty Cell 1 was acquired in the late 1990?s and the hardware and control software are no longer supported by Horiba. The CVS also does not meet current 40 CFR part 1065 requirements. The CVS with BSU is integrated with the Horiba 7200 MEXA bench, into the A&D i-Test host control software, to perform heavy duty engine testing and heavy duty powertrain testing. EPA requires a Contractor to upgrade the existing Horiba CVS and BSU equipment to be compliant with 40 CFR Part 1065. The Horiba CVS and BSU systems and software that need to be reconfigured or modified includes, but will is not limited to: CVS control, bag sampler, tunnel measurements, and control interface software. Equipment that may need to be reconfigured or modified includes but is not limited to: variable speed blower to meet tailpipe pressure control criteria, CVS tunnel humidity measurement, and CVS tunnel temperature measurement. The upgrades shall include additional instrumentation needed to meet 1065 compliance for the Horiba CVS and BSU. This notice is not a request for competitive proposals. However, any firm believing it capable of meeting EPA's requirements may submit technical documentation to establish the potential of complying with the requirements. Documentation must be submitted to the point of contact within 15 calendar days of the posting of this notice. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
