Description
The work consists of removal of pinnacle and shelf rock within the Middle Mississippi River navigation channel. A series of rock outcrops totaling approximately 6,700 cubic yards needs to be removed to meet authorized project width and depth. This requirement is solicited as an unrestricted competitive procurement. The locations and material type is listed below: Wittenberg/Grand Tower: River mile 82.0 to 79.0. Bedrock at the upstream point near Wittenberg lies within a fault zone and is probably composed of hard sandstones and limestone. Interpretation of geophysical soundings indicates that high bedrock is in the form of a large mound or pinnacle and is probably limestone. Downstream of Tower Rock at Grand Tower, bedrock is composed of thinly bedded chert and hard, dense limestone. The interpretation of geophysical soundings at this downstream location indicates bedrock is in the form of a shelf extending completely across the channel. Gray's Point: River mile 46.0 to 45.0. The bedrock present at this site is a hard, dense, medium bedded limestone which typically erodes into a pinnacled, irregular surface. The interpretation of geophysical soundings at this location indicates a large bedrock promontory and some large pinnacles present on the Illinois side. Thebes Bridge Area: River mile 45 to 42.8. The bedrock present along this site is a hard, dense, medium bedded limestone which typically erodes into a pinnacled, irregular surface. The interpretation of geophysical soundings at this location indicates the presence of numerous pinnacles. Counterfeit Rock: River mile 42.8 to 39.7. Bedrock at this site lies within a fault zone which offsets various limestone and sandstones within a short distance. From approximately river mile 42.8to 42.0, the bedrock is composed of a hard, dense, medium bedded limestone which typically erodes into a pinnacled, irregular surface. The interpretation of geophysical soundings at this location indicates the presence of small, isolated pinnacles. Downstream of this area, bedrock is composed of both a cherty limestone, which typically erodes into pinnacles and hard sandstone which typically forms ledges. The interpretation of geophysical soundings at this downstream location indicates the presence of a rock shelf extending beneath the river channel with localized pinnacles upon it. Commerce: River mile 39.7 to 38.0. The bedrock at this site is composed of thinly bedded and poorly consolidated sandstone lenses with unconsolidated sands and clays, hard dense sandstone, and alimonitic pebble conglomerate. Approximately 30 percent of the rock in this area was able to be removed by drag-line in rock excavation performed in 1984. The interpretation of geophysical soundings at this location indicates large, isolated pinnacles. The estimated cost range of the project is between $5,000,000 and $10,000,000. The NAICS code for this requirement is 237990. The solicitation will be issued as a Request for Proposal (RFP). The solicitation package will be issued on or about November 20, 2012. The Government will not provide paper copies of the solicitation. The solicitation package will be posted on FedBizOpps, which can be accessed at www.fedbizopps.gov./.
