- It is the intent of the US Army Corps of Engineers, Detroit District, to award a sole source firm-fixed price services contract to prepare the Final Title Commitment Policy and conduct real estate closing services in support of the purchase of land that will allow for the construction of a new Border Patrol Station in Detroit, Michigan. Contract award will be made to Greco Title Agency, the firm responsible for preparing the initial Title Commitment Policy and subsequent updates for the preferred site which included over one hundred separate parcels. The Title Company was also involved in coordination of the affidavit that will ultimately allow the Government to clear title and purchase the preferred site. The Title Company will be required to provide a team that includes personnel that were involved in producing the original Title Commitment. Resumes and certifications for all personnel will be required to be submitted for the approval of the Contracting Office. It is advantageous to the Government to contract with the firm which prepared the original Title Commitment Policy due to their familiarity with the project. Greco Title Company has already prepared and updated the Title Commitment Policy and has been involved with the process for clearing the various interests in the property. If another firm provided these services there would be substantial duplication of costs and the Government would not expect to recover these costs through competition. Any other responsible source who believes it is capable of meeting this requirement may submit a capability statement not-to-exceed two pages to LRE-Quotes@usace.army.mil by the response date stated on this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
