- The U.S. Army Corps of Engineers (USACE), Army Geospatial Center (AGC) intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract for a one (1) year base period, with the potential for four (4) one (1) year options. The contract will have a minimum value of $200K and a maximum value of $97.5M. The contract scope of work consists of serving as the Hardware and Software System Engineering & Integration (HSSE&I) for the Combat Terrain Information Systems (CTIS) program office. The contract scope of work will include configuration consulting and design, system integration and testing, installation of multi-vendor computer equipment, customization of software, training, product technical support, Software Documentation; Failure Analysis; Phone and Web Support; Training Materials; Technical Manuals; Safety Assessment Report; Logistics Maintainability Demonstration Plan; and System Fielding in both Continental United States (CONUS) and Outside the Continental United States (OCONUS). This solicitation will be used in support of hardware and software systems included in the CTIS family of systems: 1. Instrument Set, Reconnaissance and Surveying (common name: ENFIRE) system. 2. Engineer Rapid Airfield Construction Capability (ERACC) 3. Hydrographic Survey Kit Knowledge and experience of the following key areas is required: 1). Knowledge and experience in developing Integrated Logistic Support (Logistics Maintainability Demonstration, Verification &Validation, Instructor Key Personnel Training, Interactive Electronic Technical Manual, Training Materials, Safety Assessments) training programs, procedures and documentation of US Army Engineer Systems and Geospatial software (technical manuals and drawing packages) to support the setup and teardown of computer systems. 2). Knowledge and experience in Systems Engineering, Human Engineering, and Software Integration (C Sharp.NET) to include the ability to develop custom code and the integration of multiple COTS (ESRI Runtime, ArcGIS, AdapX CapturX) and GOTS (Theater Construction Management System) software packages with custom-code to meet system requirements. 3). Capable of providing Trainers & Subject Matter Expert (SME's) in the areas of US Army Engineer & Construction procedures and processes 4). Demonstrated knowledge and experience in Programmatic Tasks (program reviews, Performance Work Statement (PWS) and Engineering Change Proposal (ECP) development, cost estimating procedures, schedule development, action item development and tracking, Technical Exchange Meetings (TEMs), technical data packages, inspection and acceptance, factory acceptance testing, verification and validation procedures, failure correction procedures). 5). Demonstrated experience in procuring hardware components from multiple sources and integrating those into a system as well as integrating ruggedized, transit cased computer components, systems, and peripheral including installation of both hardware and software. 6). Knowledge and experience in collecting, managing, storing, creating, processing, fusing, and disseminating geospatial information and other data sources. 7). Experience in the management and control of storing, packaging, shipping and handling of computer systems. 8). Experience in examining and evaluating software and hardware technologies and tools from Government, Academia, and Industry. 9). Ability to use CAD/CAM models to develop transit case packing scheme as well as production level drawing packages from an existing hardware system baseline. 10). Experience in providing interoperable solutions to Army, other Services and other military systems (both coalition and Joint) using geospatial data, metadata, and web service standards. 11). Knowledge and experience in the teardown and refurbishment of computer hardware and the ability to provide recommendations for areas where the upgrade of components is required. 12). Knowledge and experience with supporting system of systems interoperability and integration testing, user issues and critical / urgent defect fixes (security accreditations/updates & POA&M, IAVA releases, defect resolutions, requests for waivers, legacy ENFIRE and other CTIS system software support, and testing. 13). Knowledge and experience in U.S. Army Engineer systems integration, engineering, analysis and operations, including identifying and addressing gaps in geospatial science & technologies. 14). Knowledge and experience in establishing Army/Joint Information Systems Architectures 15). Experience in sustaining and maintaining, enterprise service facilities including those used for system integration and hardware/software analysis. 16). Knowledge and experience in working with Operational Requirements Documents (ORD), Capability Development Documents (CDD), and Capability Production Documents (CPD). 17). Experience in providing in-field operational software and systems support and training including both CONUS and OCONUS. 18). Expertise in understanding future research requirements and transitioning technology from research to systems (i.e. to Program of Records, COCOMs, and QRCs) to operations). 19). Ability and experience to identify the utility and implementation shortfalls of policy and procedures from various US Military Commands. 20). Knowledge of Army Geospatial Enterprise (AGE) data, metadata and web service standards and requirements to include DISA and OGC geospatial data standards, and Ground Warfighter Geospatial Data Model (GGDM). 21). Experience in data model development, as well as database development, management, and integration. 22). Demonstrated knowledge and experience in providing technical support (on-site and remote) for a DoD system test program which includes, but is not limited to environmental, electromagnetic interference (EMI), shock, transportation and vibration testing. The successful offeror must have key personnel with a SECRET clearance at the time of award in order to perform the work under this contract. The RFP release date is anticipated to be on 27 November 2012 (approximately 21 days after release of synopsis). The RFP will be released via FedBizOpps. A pre-proposal conference is tentatively scheduled for 11 December 2012 (approximately 2 weeks after RFP release) from 9:00 AM to 3:00 PM. This conference will provide a description of the CTIS program and a briefing on the CTIS hardware systems, demonstration of ENFIRE system capabilities and setup and teardown. It will also provide responses to offerer's questions. However, all questions must be provided to the Contractor Officer in writing NLT 4:00PM on 4 December 2012 (5 working days prior pre-proposal conference). Please be advised that the conference is limited to two (2) attendees per company. ATTENDEES MUST BE US CITIZENS. The following information regarding each attendee must be faxed to the AGC Contracts Office no later than 4 December 2012 (a week before pre-proposal conference): 1) Last name, first name, middle initial; 2) Agency or Company Name/Division; 3) Social Security Number; 4) Telephone Number. Proposals for the CTIS HSSE&I Solicitation will be due NLT 3:00 PM 31 December 2012 (approximately 34 days after RFP release).
