Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS (RFP). THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE AT THIS TIME. This is a market research tool to determine the availability of sources prior to issuing the RFP. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Naval Facilities Engineering Command Far East (NAVFAC FE), implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on offers received in response to this notice. The Government is not responsible for the cost associated with any effort expended in responding to this notice This is not a request for a quote/proposal/bid. The intent of the sources sought synopsis is to identify potential offerors for Truck, Van, Ambulance Conversion, 4X2, right hand drive, gasoline engine driven and dual type air conditioners to meet the specifications below. MINIMUM DIMENSIONS (Metric/Inches). Millimeter Inches Overall Length 5,600 220.5 " Width 1,850 72.8 " Height 2,480 97.6 Note: a. Vehicle and furnished accessories shall comply with Japanese Motor Vehicle Safety Standard in effect on the date of manufacture. REQUIREMENTS. (1) Exterior Color: Manufacturer's standard gloss white color. (2) Identification Markings and Registration Numbers: Vehicle license plate in IAW AR 58-1, Chap 9. Camp Zama DOL shall install license plate both front and rear of each vehicle IAW AR 58-1 and Camp Zama local policies. (3) Ambulance Emblems and Markings: a. Front Markings: (1) The word "MEDICAL TRANSPORT" in black letters 4 inches on all 4 sides of the vehicle with the front mirrored image (2) Where space permits, a 3-inch block type red cross on a 4-inch white field shall be located both to the right and left of the word "MEDICAL TRANSPORT". b. Side Markings: (1) A 6-inch blocks type Red Cross shall be centered on the upper rear quarter panel. (2) The word "MEDICAL TRANSPORT" in black 3-inch letters shall be located below the cross. c. Rear Markings: (1) A 6-inch block type red cross shall be centered on rear door below the window. (2) The word "MEDICAL TRANSPORT" in black 3-inch letters shall be centered appear once, centered across door and below the crosses. (4) Engine Displacement: 2,600 cc or more rated gasoline engine driven. (5) Battery: Manufacturer's standard heavy duty type. (6) Transmission System: Automatic transmission. (7) AM/FM Radio and Speaker. (8) Dual Types of Air Conditioners and rear heater. (9) Steering: Manufacturer ™s standard power steering. (10) Rust proofing and Undercoating: Manufacturer ™s standard. (11) Lighting: Exterior/Interior lighting will include all lights and controls as installed on manufacturer's standard domestic production model ambulance. Red colored LED type flashlights shall be consisted of two (2) at top of front bumper, one (1) front light at top of roof, two (2) rear lights at both sides of roof. Spotlights shall have magnetic backs to allow them to attach anywhere to vehicle body. Connection plug shall be installed in the cabin and left side of rear interior. (12) Standard accessories for ambulance: a. Electronic siren amplifier. b. Siren speaker. c. Fire extinguisher and bracket. d. Rear step board with steel metal bumper guard. e. Roof side storage. f. Ventilator. g. Roof nets. h. Triangle reflector. i. Waterproof type rear compartment floor. j. 1 each high back rear seat. k. 2 each folding type rear seats. l. Bench type rear side seat with seat belts. m. Easy closer system for back door. n. Main and sub stretcher. (13) Floor Mats. (14) Warranty: Warranty coverage shall be the manufacture's standard warranty. If the contractor receives from any supplier or subcontractor additional warranty coverage on the whole, or on any component of the vehicle in the form of time and / or mileage including any prorated arrangements, or the contractor generally extends to his commercial customers a greater for extended warranty coverage, the U.S. Government shall receive corresponding warranty benefits. Warranty coverage shall begin the date when U.S. Government accepts the vehicle at the point of designation. List up to three projects performed within the last five years. Provide information on experience of key personnel showing experience in providing inspection/assessment services. Provide the following information for each project listed: a. Contract number and project title; b. Name of contracting activity; c. Administrative Contracting Officer ™s name, current telephone number; d. Contracting Officer ™s Technical Representative or primary point of contact name and current telephone number; e. Contract type (e.g., cost plus, requirements, firm fixed-price, indefinite delivery/indefinite quantity, or combination); f. Period of performance (start and completion date); g. Basic contract award amount and final contract value; h. Summary of contract work. i. If award fee or award term incentivized, average performance rating received. The Government reserves the right to request additional information as needed, from any and all respondents; (8) provide a written statement as to your ability to perform work within the Continental United States (CONUS), outside the Continental United States (OCONUS) or both CONUS and OCONUS. The SOC must be complete and sufficiently detailed to allow for a determination the firm ™s qualifications to perform the defined work. The SOC must be on 8 by 11-inch standard paper, single spaced, 12 point font minimum and is limited to 20 single sided pages (including all attachments). Responses are due on Tuesday, 12 November 2012, by 10:00 AM, Japan local time.
