Description
Statement of Work THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. The Request for Quotation (RFQ) number is EA-133F-RQ-12-0126. The Technical Services Branch, National Marine Fisheries Service, Gloucester, Massachusetts has a requirement for training events, (US-based and at overseas location), for 7 technical training courses each year in both English and Spanish developed by the USDC Seafood Inspection Program Technical Services Training Team, ranging from 3-5 days in length throughout the United States and 2 technical training courses each year internationally in accordance with the attached Statement of Work. Evaluation will be based on vendors Current and up-to-date knowledge of USDC SIP Training Section training curriculum (current 2008 edition) for Hazard Analysis and Critical Control Point (HACCP) systems management technique technical training workshops; Ability to immediately and effectively conduct courses as a solo instructor; Ability to instruct the USDC SIP HACCP Technical Training Course materials in both the English and Spanish languages; Ability to maintain technical working documents and make revisions as directed (for subsequent course editions); Extensive seafood industry audit, inspection and industry experience; Experience with application of HACCP principles to other food industries. All evaluation factors are of equal importance. Period of performance is November 13,2012 thru November 12, 2013, with an option for one additional year. In order to comply with the Debt Collection Improvement Act of 1966, ALL CONTRACTORS must be registered in the System for Award Management (SAM) to be considered for an award of a Federal contract. For information regarding registration in CCR contact the CCR website at www.sam.gov. The government encourages all contractors to submit their Certification and Representation thru the on-line Business Partner Network (BPN). This procurement is being solicited as unrestricted and full and open competition. The resulting purchase order will be negotiated as a firm-fixed price Purchase Order. The FSC for this is R499 and the NAICS Code is 611310, small business size standard is $7.0 million. All responsible sources may submit a bid which will be considered by the Agency. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-55. FAR 52.213-4 Terms and Conditions-Simplified Acquisitions (Other than Commercial Items). Evaluation will be in accordance with CAR 1352.213-70 Evaluation Utilizing Simplified Acquisition Procedures. Award will be made to the responsible, responsive offeror whose offer will result in the lowest technically acceptable price and who can best meet the required location. The following addenda or additional terms and conditions apply: None. No Defense Priorities and Allocations System (DPAS) rating is assigned.
