- THIS IS A REQUEST FOR INFORMATION ONLY! Subject: Neurotrauma Program/ Traumatic Brain Injury Outcome measures which validate clinical function and quality of life Issued for: The Joint Program Committee-6, United States Army Medical Research and Materiel Command, Fort Detrick MD. Background: The Joint Program Committee-6 (JPC-6) was established by the Defense Health Program of the Department of Defense to provide guidance to the research community focused on Combat Casualty Care research. The JPC-6 is interested in all areas of care that will benefit the warfighter that is injured in combat operations. At this time, JPC-6 is interested in obtaining information on outcome measures that reliably, validly and accurately detect change in function and quality of life for military personnel who sustain traumatic brain injuries (TBI) injuries. JPC-6 is issuing this RFI to assess available and/or emerging capabilities that have the potential to address the following area of interest: Reliably, validly and accurately detect change in clinical function and quality of life outcome measures that can readily be utilized in multi-institutional treatment studies to assess efficacy of pharmaceutical and other therapeutic interventions on subjects with mild and/or moderate to severe traumatic brain injury (TBI). The primary validation time points should include 2, 4, 6, 8, and 12 weeks, as well as 6 months and 1, 2 and 5 year post-injury. Outcome measures should be easy to administer, reliable, reproducible, and sensitive to the types of deficits that commonly produce disability in survivors of traumatic brain injury. Information Requested: To respond to this RFI, you must address the following questions. It is requested that each response address a single focus area. 1) What approaches are you aware of that meet the focus areas described above? Describe any relevant assessment tools/outcome measures of which you are aware, with brief details about each assessment tool/outcome measure, and their stage of clinical maturity. For example, are these tools/measures accepted as standard assessments by a specific group or organization within the TBI care community? Or, is the tool or measure still in development? 2) What approaches that meet the above focus area are still in development? Briefly describe each relevant approach, including status of clinical validation, technology development, and manufacturing progress where relevant. Estimate time needed for additional research and development before clinical trial readiness. Responses: To facilitate review of responses, you must clearly mark which of the above focus areas is relevant to the response. You must respond no later than December 17, 2012 by 4:00PM ET. Responses must be limited to 1,000 words or less. Responses must be submitted to Dr. Crystal Pryor via email at the following email address: crystal.pryor@us.army.mil. NOTE: This RFI is issued solely for information and planning purposes and does not constitute a solicitation or issuance thereof. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI will not be returned. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract or award. Responders are solely responsible for all expenses associated with responding to this RFI.
