- FINAL - Synopis Env AE MATOC THIS IS THE NOTICE RELATED TO SOURCES SOUGHT HSCG50-12-R-EVRAES. ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT A STANDARD FORM (SF) 330, ARCHITECT-ENGINEER QUALIFICATIONS, IS CONTAINED HEREIN. THERE IS NO SEPARATE Request for Proposal (RFP) PACKAGE TO DOWNLOAD. 1. Small Business. This proposed contract is a partial small business reserve in accordance with FAR 19.502-4(a) as one or more contracts will be reserved for this multiple-award procurement. The appropriate NAICS for this contract is 541330. The small business size standard classification for this contract is $14,000,000. Award will be made to up to seven of the most highly qualified firms and one or more contracts will be reserved for a qualified small business. The determination of which firms are the most highly qualified will be based on a subjective assessment of the evaluation board on the firm's ability to meet the evaluation criteria included in the synopsis. A firm, either large or small, must at least meet the evaluation criteria to be considered "most highly qualified." If no small businesses are determined to be "most highly qualified," then no award will be made to a small business. Additionally, nothing prevents more than one small business being awarded a contract in the event they are more qualified than other large businesses. The highest ranked large and small businesses will then be invited to discussions. The number of firms invited for discussions will be sufficient such that up to seven IDIQ contracts may be awarded. A small business may be chosen over a higher ranked large business in order to meet the intent of the small business reservation. A small business will not be invited to a discussion if it cannot be determined most highly qualified by the evaluation board. The general intent of task orders will not be to set them aside for small business should a small business be awarded a contract, however, the Government may set task orders aside in accordance with FAR 16.505(b)(2)(i)(F). Large businesses will be required to submit a subcontracting plan in accordance with FAR 52.219-9, Small Business Subcontracting Plan upon submission of their cost proposal should they be chosen for contract award. Small businesses will be required to comply with FAR 52.219-14, Limitations on Subcontracting. Firms should state the words (LARGE BUSINESS) or (SMALL BUSINESS) in parentheses after the name of firm in PART I, A Block 5 of form SF 330. If a firm is competing for this contract as a joint venture, the firm must submit legal documentation along with their SF 330 documenting their status as a joint venture. The joint venture must also be registered in www.SAM.gov at the time of SF 330 submission. The legal documentation verifying the joint venture will not be considered part of the page limit for SF 330 submission. 2. Description of Work Provide professional Environmental Architectural/Engineering (A/E) Services for Coast Guard real property and shore infrastructure. Services may be required throughout a wide variety of facilities, buildings, and structures to include lighthouses and other inland and offshore aids-to-navigation (ATON) facilities and structures, roads and grounds, utility systems and other appurtenances thereto. Services may be required in any of the United States, U.S. territories, or any place where the USCG may have a mission interest. However, a majority of the work would be performed at USCG facilities along the coastal United States (ocean, Great Lakes states, and inland rivers) and U.S. territories. A wide variety of professional A/E environmental engineering services may be required in support of Coast Guard environmental compliance, restoration and environmental liabilities, planning and sustainability programs. Project tasks will typically be issued to promote, enhance, and ensure compliance with a wide variety of environmental and related statutes such as the Resource Conservation and Recovery Act (RCRA); Safe Drinking Water Act (SDWA); Comprehensive Environmental Response, Compensation and Liability Act (CERCLA); Toxic Substances Control Act (TSCA); Clean Water Act (CWA); Clean Air Act (CAA); Oil Pollution Act (OPA); Emergency Planning and Community Right-to-Know Act (EPCRA); Superfund Amendments Reauthorization Act (SARA); Federal Insecticide, Fungicide and Rodenticide Act (FIFRA); National Environmental Policy Act (NEPA); National Historic Preservation Act (NHPA); Occupational Safety and Health Act (OSHA); Coastal Zone Management Act (CZMA); Endangered Species Act (ESA) and other applicable Federal, state, tribal, and/or local laws and regulations, executive orders, and similar Agency, department, and Federal environmental stewardship directives. Services may include, but are not limited to: a. Perform environmental investigations, assessments, surveys and sampling and provide recommendations regarding investigative approaches and techniques. b. Support operating and newly implemented remedial actions. c. Environmental data management, including web-based regulatory reporting. d. CERCLA/RCRA and state-program assessments, investigations and corrective measure implementation and documentation. e. Environmental multi-media investigation and modeling. f. Environmental data collection, validation, interpretation and reporting. g. Design and execution of treatability studies and in-situ techniques. h. Design and execution of pilot and bench studies. i. Analysis and recommendations regarding remediation engineering approach, design, and alternatives, and cost analysis. j. Conduct environmental liability site assessments and evaluations and develop environmental liability estimates (ELEs). k. Conduct environmental due diligence analyses. l. Biological assessments and evaluations. m. Wetland surveys and mitigation plans. n. Permitting and regulatory support, including professional certification. o. Develop environmental training curricula and guidance documents. p. Develop and update facility environmental plans such as SPCC, ICP, FRP, and unit environmental guides. q. Develop environmental engineering and sustainability design work products. r. NEPA evaluations and assessments, including categorical exclusions, environmental assessments, and environmental impact studies. s. Develop public participation plans and support public participation project components. t. Human health and ecological risk assessments, especially as applied to risk-based cleanup and closure requirements. u. Hazardous building material surveys and abatement plans. v. Conduct environmental compliance evaluations and conformance audits and associated reporting. w. EMS development, implementation, and support. x. Specifications in support of sustainable building practices and energy conservation. y. Cultural Resource Support under Section 106 or 110 for assessments, plans or mitigations. z. Disposal of Dredge Spoils Permits to include all surveys, sampling and testing necessary to obtain permits. The A-E firm shall provide all necessary personnel, facilities, equipment, materials and subcontractor services for multiple task assignments in conjunction with this scope of services. Key personnel used for this effort shall possess appropriate certifications and/or licenses as necessary for performing work at each specific task order location. The A-E firm shall ensure that all activities performed by its personnel, subcontractors and suppliers are executed as required in compliance with all applicable environmental and safety laws and regulations and shall meet all relevant, appropriate, and applicable professional standards. Services will be detailed on each specific task order. Many military areas of work anticipated under this contract will not allow the entry of aliens. The field crew of the A-E shall be composed of U.S. citizens who can qualify for access to these areas. 3. Evaluation Criteria. Evaluation and selection will be based on the most highly qualified firm upon evaluation of the selection criteria stated herein. Each A-E firm must demonstrate their qualifications (including key subcontractors) with respect to the selection criteria which is listed below in descending order of importance. 3.1 Technical competence and specialized experience (a) Ability to perform a wide variety of environmental investigations, determine environmental liabilities, and conduct cost estimating. (b) Capability to provide expert environmental documentation and support. (c) Capability to develop and implement compliance programs, processes, strategies, audits, and support. (d) Ability to conduct environmental planning evaluations and analyses. (e) Ability to design, review, and implement a variety of chemical, biological, and physical approaches to solve environmental contamination problems. (f) Capability to develop environmental sustainability strategies, pollution prevention assessments, and EMS programs. 3.2 Prior experience and past performance. (a) Demonstrate ability and success working on projects of similar size and scope anticipated under this contract. (b) Demonstrate ability to simultaneously manage individual and multiple task orders on time and on budget without sacrifice of quality or safety. (c) Demonstrate ability to manage difficult projects, respond to accelerated time frames, flexibility to deal with unforeseen circumstances, manage high profile or controversial projects. (d) Demonstrate accuracy and cost-effectiveness of engineering estimates. 3.3 Management capabilities and capacity. (a) Describe program management and project management philosophy, internal controls, and means to manage and execute projects in-house. (b) Demonstrate ability to simultaneously manage fluctuating work load of small and large projects throughout the contract area, dedicated staff and expertise, while keeping the majority of work in house. (c) Describe the corporate QA/QC program and how it contributes to successful project execution. (d) Demonstrate capabilities to manage complex projects, to negotiate with and manage several regulatory agencies, the public, and multiple stakeholders, resolve controversial issues, and ensure project goals and schedules are met. 3.4 Professional qualifications. (a) Highlight dedicated staff and work experience in relation to work covered under this contract. Identify corporate organizational structure. (b) Accurately identify numbers and types of professionals and accreditation, making note of professional certifications and representation of State certified professionals throughout the contract area. (c) Accurately identify which environmental service areas and professionals must be subcontracted and which can be accomplished with in-house personnel. (d) Provide resumes for the following positions as determined necessary to most effectively address the criteria contained within this notice: Principal/Program Manager Principal Scientist/Engineer Project Manager Senior Engineer Staff Engineer Senior Scientist Hydro Geologist Geotechnical Engineer Geologist Toxicologist Biologist Risk Assessor NEPA Planner NEPA Specialist Historian Certified Industrial Hygienist Quality Control Specialist Compliance Specialist Senior Compliance Auditor Construction Project Manager Archaeologist 3.5 Locality expertise and knowledge. (a) Demonstrate experience conducting multiple different types of environmental projects throughout the contract area, including unique locations such as remote areas, island sites, States with overarching regulations, U.S. territories, and Great Lakes regions. (b) Demonstrate knowledge and expertise of environmental regulations in different regions and states throughout the contract area, as well as the ability to simultaneously conduct and manage work in multiple geographic locations. 3.6 Technological capabilities. (a) Demonstrate expertise using regulatory accepted software programs and cutting edge technical field equipment for environmental data collection and analysis. (b) Demonstrate GIS and CAD capabilities. 4. Contract Structure. The Government intends to award up to seven A-E firms, a Firm-Fixed-Price, Indefinite-Delivery Indefinite-Quantity, Multiple Award contract. One or more of these contracts will be reserved for a qualified small business. The work will be required on an as-needed basis during the life of the contract. Federal Acquisition Regulations (FAR) Part 36.6 (Brooks A-E Act) selection procedures apply. The Government will determine the contract task order amount using the negotiated contract rates and negotiate the effort to perform the particular project. Proposals may be subject to an advisory audit performed by the Defense Contract Audit Agency or other similar audits. The overall contract ordering period will be a total of five years (no option periods) with a total estimated ceiling of $60M. Each firm will be awarded a contract that will not exceed $60M over the five year period. When all contracts are combined, the total aggregate value will also not exceed $60M. The appropriate NAICS for this contract is 541330. The small business size standard classification for this contract is $14,000,000. Estimated date of contract award is on or before April 2013. Award of Task Orders under this IDIQ contract will vary from a minimum of $3,000.00 to a maximum of $2.5M per task. A minimum guarantee of $5,000 for the contract will be executed through the first task order. The minimum guarantee will be returned to the Government should the A-E firm be selected for a subsequent task order. Each task order will have a project specific period of performance. The task orders issued under the awarded contracts will be competed under Fair Opportunity, FAR 16.505 (b), which will be awarded based upon the qualifications of the firm as required to best meet the requirements of the task order with the exception of orders set aside for small businesses as allowed by FAR 16.505(b)(2)(i)(F). 5. Required Registrations. All A-E firms are advised that registration in the System for Award Management is required at the time of SF 330 submission. For more information, check the website at https://www.sam.gov/portal/public/SAM/ 6. Submission Requirements. Architect-Engineer Firms which meet the requirements described in this announcement are invited to submit a completed SF 330. As an attachment, provide an organization chart of the proposed team showing the names and roles of all key personnel listed in Section E with the associated firm as listed in Section C. This attachment will be included in the total page count. Provide evidence that your firm is permitted by law to practice the professions of architecture or engineering, i.e., State registration number. Responses shall not exceed 80 pages single sided print or 40 pages double-sided print. Responses will be presented using standard page size (8.5-in. by 11-in.), standard page margins (not less than included on the SF 330), and standard font size (11 pt. for all content added by the firm. Default font size as included in the SF 330 forms available from GSA is acceptable.) other than headers, footers, tables, spreadsheets, figures, and graphics which can be provided at not less than 8 pt font. Up to three (3) pages of the total page count may be presented on 11-in. by 17-in. page size as long as it is strictly limited to the presentation of tables, spreadsheets, figures, or graphics. All pages submitted will be considered as part of the page count with the exceptions of joint venture paperwork as noted above, front cover, back cover and divider pages/tabs. Resumes submitted under Part 1 Section E are limited to those positions listed in the evaluation criteria above. Resumes will be considered as part of the page limitation. Resumes for other positions will not be considered and should not be submitted. Should a firm be selected for contract award, additional positions, labor categories and their associated rates will be subject to negotiation. Substitutions of Key Personnel shall be approved by the Contracting Officer. Any Key Personnel substituted after award of this contract shall be equal to or better than the Key Personnel included in the SF 330 submission. Evaluating past performance and experience may include information provided by the firm, customer inquiries, Government databases, and publicly available sources. SF330, Section D: Organization Chart: In addition to the Instructions provided for the SF 330, identify the overall relationship and lines of authority of the proposed team, including key subconsultants. (Note: All individuals listed on the organization chart are not required to have a resume in Section E, such as administrative or lower level engineering positions.) Responses should be submitted in hard copy format with one (1), original and three (3) copies, and one (1) electronic copy on a CD/DVD to the Contracting Officer, Alex Wingert at U.S. Coast Guard Shore Maintenance Command ATTN: Alex Wingert 915 2nd Ave., Room 2664 Seattle, WA 98174 Upon selection as one of the most highly qualified, a Request for Proposal (RFP) will be issued to the A-E firm requesting discipline labor rates. The list of discipline labor rates must at least include those positions listed above in the evaluation criteria. The Government has established a 14 day turnaround for the A-E firm's proposal after receipt of the RFP. Late responses will be handled in accordance with FAR 52.215-1. THIS IS NOT A REQUEST FOR PROPOSAL. Electronic (E-mail, facsimile, etc.) submissions are not authorized. Firms responding to this notice by 1:00 p.m. PST, 3 December 2012 will be considered.
