- The United States Army Medical Research Acquistion Activity (USAMRAA), Fort Detrick, MD intends to issue a sole source award utilizing Simplified Acquisition Procedures to Ocean Data Systems Limited, New Zealand, for a one time purchase of equipment to support data collection from multiple convoy driving studies being initiated in New Zealand and Australia in 2012 and running through 2015. The contractor will deliver seven Fugro 9205 receiver Kits (GPS and Glonass Ll/L2 operation; c/w AC/DC PSU and cable, internal battery. Mounting bracket and user guide) and seven GA 810 GNSS antenna kits (c/w antenna, antenna bracket, V bolts for antenna bracket, antenna bolt, antenna cable) to a New Zealand Defense Technology Agency (DTA) representative, who will receive the aforementioned equipment for the Department of Behavioral Biology at Walter Reed Army Institue of Research, Silver Spring Maryland. This requirement will be procured in accordance with FAR Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contractor, Ocean Data Systems Limited is the proprietary distributor for the Fugro GPS system currently in use by the Defense Technology Agency in New Zealand. As DTA is currently using the Fugro 9205 GPS system it is imperative that the seven new purchased units match what is currently in use in order to use the same satellite correction system in place. In addition, Ocean Data Systems is the only approved warrantor for the Fugro 9205 GPS system in New Zealand and if there was a problem with one of the units only Ocean Systems (or its Australian counterpart) could provide immediate support. While there is a USA distributor for the Fugro 9205 receiver Kits, there are a number of issues with purchasing from a USA distributor including not being in place to provide support to systems based in New Zealand; and the New Zealand and Australian distributers will not support systems bought through an external supplier. The units are intended for use exclusively in conjunction with New Zealand and Australian Defence Force vehicles for a minimum of three years. This notice of intent is for information purposes only. All sources eligible to provide this service must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide services outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within 15 days after publication of this notice, to the effect that comparable services are available, and that it is more advantageous to the Government than obtaining these services through a sole-source contract, then a sole source acquisition award will be made.
