Description
This sources sought notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. This synopsis is seeking professional services for emergency and rapid analysis of Hazardous Toxic and Radioactive Waste (HTRW) samples for the St. Louis District, U.S. Army Corps of Engineers. All laboratory analyses shall be performed with turnaround times of either 30 hours or five days. Responses must be received no later than 3:00 p.m. Central Time on 15 November 2012. NO AWARDS WILL BE MADE FROM THE RESPONSES TO THIS SYNOPSIS. The small business size standard for NAICS 541380 is $14 Million average annual gross revenue. A few examples of the types of testing include the analyses on water and solid samples: volatile organics (8260B), semivolatile organics (8270C0, organochlorine pesticides (8081A0, polychlorinated biphenyls (8082), herbicides (8151A), explosives (8330), full-suite TCLP (1311) and TAL metals (ICP trace/GFAA). All analyses shall be able to be performed in the contractor's laboratory with the exception of urinalysis. Responding firms should have current NELAP accreditation and DoD Quality Systems Manual (QSM) self-declaration and/or successful audit. Identify key management and technical personnel and their professional qualifications. Respondents are requested to submit a Capability Statement that exhibits clear and convincing evidence of your firm's capabilities/experiences to perform the listed tasks and if they qualify as a small or large business under the NAICS code. The capability statement is not to exceed 5 pages (front and back). The statement must provide a summary of relevant experience and knowledge that addresses the scope of this announcement. Please submit Capability Statements by email to: Judith.A.Kibler@.usace.army.mil.
